Building Inspector Glen Redmond and Town Planner Anne Krieg were also in attendance Case #00-30 Continuance of a Public Hearing on the petition of Eugene J. Patch who seeks a variance/special permit/finding under Section 4.4.5/5.1,1/5.1.1.2/4.4.4.2 of the MGL Chapter 40A, Section 6, in order to construct a single family dwelling on the property located at the corner of Governor's Drive and Salem Street, Map 93/Lots 5, 6, 7 and 8 in Reading, MA Atty. Brad Latham was ill and requested a continuance. On a motion by Susan Miller, seconded by Edmund Balboni, the Zoning Board of Appeals voted to continue the hearing for the petitioner Eugene J. Patch for the property located at the corner of Governor's Drive and Salem Street, Map 93/Lots 5, 6, 7 and 8 in Reading, MA, until December 21, 2000. The motion was approved by a vote of 3-0-0 Case #00-17 A continuance of a Public Hearing on the petition of H.B. Development Corporation who seeks a Comprehensive Permit under Section M.G.L. Chapter 40B in order to construct eight buildings containing a total of 32 condominium units on the property located at 443 Grove Street, Reading, MA Atty. David McBride stated CPDC has approved this project. He requested a continuance on this hearing. On a motion by Susan Miller, seconded by Edmund Balboni, the Zoning Board of Appeals voted to continue the hearing on H. B. Development Corporation for the property located at 443 Grove St., Reading, MA, until January 4, 2001. The motion was approved by a vote of 3-0-0. Zoning Board of Appeals Minutes of 12/7/00 page 2 Case #00-31 Continuance of a Public Hearing on the petition of Angelo Salamone who seeks a comprehensive permit under Massachusetts General Laws, Chapter 40B in order construct ten (10) units of housing with an affordable component as required under the New England fund, administered by Stoneham Savings Bank, a member of the Federal Home Loan Bank of Boston. The proposed housing is for the property located at 45 Beacon Street (Map 123, Plot 200) in Reading, MA. In response to a letter from Town Manager Peter Hechenbleikner requesting the Board of Selectmen review this project Atty. Steven Cicatelli stated this is not a LIP project. The Selectmen do not have the right to any input. He also stated Selectwoman Hoyt has already spoken against this project. Town Engineer Joseph Delaney submitted his review of this project. Atty. Cicatelli submitted: 1. A revised plan with a preliminary drainage study. 2. An appraisal for the property valued at $450,000. 3. Floor plans for 45 Beacon Street, this will be units 9 and 10. 4. Proposed Section 7 uses and restriction of uses that will be imposed on the 7 units. They may not be able to have some restriction put on the moderate income units. Atty. Cicatelli stated the cost of the units has changed to $162,000 for the moderate income units and $284,000 for the remaining units. They consider these prices more consistent with the market conditions. They will install a cement block product, Turfston6m, in front of the units for parking. This product can be plowed and has to be mowed. Michael Larkin referred to the Town Engineer's request to have drainage of 8 minutes per inch, a percolation test and to be in compliance with DEP stone water management. Atty. Cicatelli stated they have completed the percolation test and will discuss the results with the Town Engineer, Joe Delaney. The applicant is proposing jumbo dry wells, 6' x 16" high x 2' wide. This is the same drainage system installed on Bethesda Lane. They are still reviewing a shallow ground water infiltration system and feel it may not be feasible. They will delve into this further and add to their design. Atty. Cicatelli also stated there are drainage problems in this district and they will not increase the drainage. Resident Bob Connors stated they need to look at this in context with the neighborhood. The area freezes in the winter. Mike DeBrigard had many concerns with this project. At the request of Selectwoman Sally Hoyt, Michael Larkin read a letter from Town Manager Peter Hechenbleikner, dated December 1, 2000, requesting the Board of Selectmen review this project.
