A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:00 P.M. Also present was the Town
Planner, Chris Reilly.

Continuance of a Public hearing on the petition of Massapoag Real Estate who seeks a
Comprehensive Permit under MGL Chapter 40B to construct four units on approximately 2 acres
off Sanborn Lane.
The Board's main concerns with this project are the width of the entry, how you get in there and
solving the parking and related ground items. No updated provisions have been received from
the applicant.
Walter Eriksen of Massapoag Real Estate Development Corporation stated that the February 5,
2003 memo from the Fire Department was concerned about the width of the drive way. The Fire
Department would like it to be at least 18 feet wide. The applicant is trying to accommodate both
the Fire Department and the Conservation Commission. They think they have a solution with a
bridge spanning the wetlands crossing that is designed of steel and concrete. The wetlands would
be underneath and they have also made the driveway two feet wider. They also added a
turnaround so the Fire Department could back in and turn around. The slope is not greater than 6
% so they can comply with the Fire Department. The bridge will cause the project not to impact
the wetlands area and the storm water management control will be complied with by a "Storm
Ceptor" unit. The applicant thinks they will then comply with the state wetlands protection act
100%. The applicant requested that the Board close the hearing to public comment.
There was some discussion regarding guard rails on the bridge. The applicant said they would
have them on the downward side. Their engineers said one side will be level, the other side will
overhang and they will have guardrails on that downward side. They also stated they had not
reviewed this with the Conversation Commission yet. They also stated that the maintenance and
plowing of the bridge falls on the owners of the property
The applicant said they cannot comply with the town's wetland requirements. They have added a
"Storm Ceptor" which is like a huge septic tank and costs about $12,000. They have relocated
the units farther back away from the wetlands and have added habitation for flora and fauna.
They can infiltrate the trenches and move them farther away from the wetlands.
The question was asked by the Board how the turnaround was going to work and if this is
sufficient with the planned parking there. The applicant said the Fire Department could come in
with their truck and then just back out. The Board said they would want the Fire Chief's reaction
to this. The applicant agreed if there is a car parked there it could be a little difficult.
The Chairman said that in fairness to the Conservation Commission we have to give them
sufficient time to review these changes.
The Town Planner said he would recommend that we go further with the DRT and get their
comments. That meeting would be scheduled at least a week in advance to distribute the
information and maps. Then the applicant is given a week to get comments back so it would be
at least a three week turnaround. The Town Planner will set up a meeting.
The applicant was reminded that they must pass muster with the Conservation Commission and
get the nod from them.
The applicant stated that though this is very close to the final design, they are looking for
assurance from the board that this project is a feasible project. They have not filed a notice of
intent so they do not have final calculations. They are filing with a local board but using the state
standards. They were advised to provide as much detail as possible as to the materials used for
the bridge.
On a motion by Donna Boggs, seconded by Robert Redfern, the Zoning Board of Appeals voted
to continue the hearing on the petition of Massapoag Real Estate Development Corporation for
the property located off Sanborn Lane on April 3, 2003.
The motion was approved by a vote of 3-0-0.
Old Business
There was a brief discussion regarding Longwood by the Board members. There was a working
session with Longwood where the conditions were reviewed by Brad Latham and Ted Moore.
and some conditions regarding the storm drains need revisions.
The Board doesn't have the final report on the proforma. Edmund Balboni's report was sent to
Anne Reitmayer and the petitioner and that still has to be reviewed in the working session. There
were no other attorneys present at the working session except for Brad Latham. The Board would
like to get a set of plans on the website for the abutters to see. The intention is that the working
group would like to close the public hearings but if new conditions come forward then we will
continue with the public hearings
The Town Planner said the final working session is contingent on the report of the proforma by
our consultant and she will be available on March 201h

On a motion by Robert Redfern, seconded by Donna Boggs, the Zoning Board of Appeals voted
to adjourn at 9:00 PM.
The motion was approved 3-0-0.
