ZONING BOARD OF APPEALS

A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:00 P.M. Also in attendance was
Christopher Reilly, Town Planner.
Case # 02-31
A Continuance of a Public Hearing on the petition of Massapoag Real Estate who seek a
Comprehensive Permit under MGL Chapter 40B to construct four units on approximately 2 acres
of land off Sanborn Lane.
Walter Eriksen and Steven Eriksen spoke for the Applicant. The Board listed the correspondence
received regarding the case since the last hearing. It was noted that the Conservation
Commission had asked the Board not to close the public hearing this evening and also that no
one from the Fire Department was in attendance as expected.
The Town Planner said it was his recommendation that the Board should keep the public hearing
open as requested by the Conservation Commission. Since the Fire Department was not in
attendance he suggested the Board go through the draft of conditions he had prepared.
The Board agreed with this proposal and reviewed the draft of conditions The Applicant stated
that they would not be able to provide a turnaround as the Fire Department has requested but
they would be able to put in a fire sprinkler system. They once again stated they would be able to
comply with all state conservation regulations.
The Chairman stated that the two big issues are the safety factors and conservation issues which
also caused him to agree that the hearing should not be closed to the public at this time. The
abutters need time to come forward and respond to the draft conditions.
The Board discussed the possibility of having the driveway on the westerly side of the site. The
Applicant said they had tried to come up with an alternative but could not . They would have to
slide the buildings further into the wetlands area and they thought the driveway in the lower area
is less of an impact and less of a problem for the abutting homes. They stated they had also

looked at the possibility of three units instead of four but it would not be economically feasible.
The proposed bridge was discussed. The purpose of the bridge was so the Applicant could get a
roadway width to meet the 18-20 foot width the Fire Department had requested, the bridge being
instead of a driveway so they would not impact the wetlands as much.
The Board discussed again that they wanted the hearing kept open to the public because the draft
of conditions had not been made available to the public as Town Counsel, the Conservation
Commission and town staff had not had an opportunity to review the document. It was
mentioned that the public hearing could possibly be closed at the next hearing but the Board will
keep it open until sufficient information is received.
The Applicant and the Board went over some of the draft of conditions: off-site improvements,
lighting, the housing lottery for the affordable unit, retaining walls, construction hours,
construction schedule, landscaping, trash collection, snow storage areas, the use of salt and
chemicals, and private police detail to regulate traffic during construction,
On a motion by Donna Boggs, seconded by Robert Redfern, the Zoning Board of Appeals voted
to continue the hearing to May 22, 2003.
The motion was approved by a vote of 3-0-0.
On a motion made by Edmund Balboni, seconded by Donna Boggs, the Zoning Board of
Appeals voted to adjourn the meeting.
The motion was approved by a vote of 3-0-0.
