HomeMy WebLinkAbout2003-06-05 Zoning Board of Appeals MinutesTown of Reading ZONING BOARD OF APPEALS = F Minutes of June 5, 2003 V J `o P _ 50 Members present: Edmund Balboni Robert Redfern Paul Dustin Susan Miller A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:00 P.M. Also present was Chris Reilly, Town Planner and Fran Fink, Conservation Administrator. On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted to go into Executive Session for the purpose of discussing the George Street Comprehensive Permit. The roll call was as follows: Edmund Balboni, yes; Robert Redfern, yes; Paul Dustin, yes; Susan Miller, yes. On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted to go back into open session at approximately 8:00 P.M. Case #02-31 Continuance of a Public Hearing on the petition of Massapoag Real Estate who seeks a Comprehensive Permit under MGL Chapter 40B to construct four units on Approximately 2 acres of land off Sanborn Lane. Walter Eriksen said they had revised the plan by putting the driveway on the westerly side and putting the building on the easterly side. He said the fire trucks can now leave without backing out and the parking areas have changed with the upper units now having walk out garages. Attorney Harrington stated they would be filing with the Conservation Commission for a single family dwelling with a site walk scheduled for the next Sunday and a hearing to be held on June 11, 2003. He stated they have revised the size and the house will now look towards the wetland but will be further away. The garage is under the house on the side the Fire Department prefers. There was a lengthy discussion held about the impact on the wetlands, and the percentage of impervious and pavement cover. The Conservation Administrator spoke at length about the increase in the roof and paving area and the reduction in the amount of forest being preserved. She stated that now there is less forest than on any of the previous plans and the animals will not be able to get to the uplands in the north. The Board again discussed the turnaround necessary for the Fire Department and their doubt that it would be sufficient if there were parked vehicles. The Board and the petitioners discussed the revisions and changes and whether concerns regarding the public safety issues and the Conservation Commission could both be addressed. The Board expressed their doubt that these issues can both be resolved and they felt that the site itself is just not large enough for the proposed plan of four units. The Town Planner stated that the Board has given the applicant due consideration and the applicant has done their best to provide what has been asked but the benefit to the community is not there with just one unit of affordable housing. Walter Eriksen requested that the Board grant them a one week extension so they could address some of the deficiencies of the current plan. On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted to continue the hearing to June 19, 2003. The motion was approved by a vote of 3-0-0. On a motion by Robert Redfern, seconded by Susan Miller, the minutes of the Zoning Board of Appeals meeting on April 3, 2003 were approved with revisions. The motion was approved by a vote of 3-0-0. On a motion by Susan Miller, seconded by Paul Dustin, the Zoning Board of Appeals voted to adjourn the meeting. The motion was approved by a vote of 3-0-0. Respectfully submi Maureen M.
