A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:00 P.M. Also present was Chris
Reilly, Town Planner.
Case # 03-07
Continuance of a Public Hearing on a petition by Wayne Webster who seeks a Special Permit
under Section(s) 6.3.17 of the Zoning By-Laws in order to remove in part a portion of an existing
non-conforming structure and to construct a new structure on the property located at 21 Line
Road.
A letter was presented by the Petitioner requesting a continuance and a 60 day extension on his
case because they have not yet received the Certified Plot Plan as requested by the Board.
On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted
to grant the extension and to continue the hearing to August 7, 2003.
The motion was approved by a vote of 3-0-0.
Case #00-10
Continuance of a Public Hearing on a petition by James T. Lynch, Trustee of L.A.B. Realty
Trust who seek a Comprehensive Permit under MGL Chapter 40B to construct ten townhouse
units on the property located at 23 George Street.
George Marcopoulis stated they had scheduled a flow test for the following Monday relating to
the water pressure and looping system in the George and Curtis Street areas and the report would
be forwarded to the Town Engineer. He also stated the neighbors would rather not have an
easement on the land that is being given to them and the Petitioner would renounce it if not
needed.
' The meeting was then opened up to public comments.
Donna Milley of 34 George Street wanted to know where the new access would be, whether the
I93/95 cliffs would be touched, how the Petitioner's land would be affected by the I93/95 issue
and her concerns regarding accessibility for the fire trucks.
Robin Hamilton of 102 Curtis Street expressed her concerns regarding the stone wall, who will
be redoing the end of Curtis Street and whether all the trees would be removed. She also said she
felt the other neighbors have moved their problems to her neighborhood.
Tim O'Connor of 96 Curtis Street asked if the Board does site visits and also stated that a brand
new street off a dead end street will have a major impact on the neighborhood.
The Board assured the homeowners that this issue will not be resolved in just one meeting and
that a number of issues still remained to be discussed.
On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted
to continue the hearing to August 7, 2003.
The motion was approved by a vote of 3-0-0.
New Business
Richard Merrill of 175 Franklin Street discussed the possibility of a Chapter 40B project on his
land which currently has the ship house on it. He would like to demolish the ship house and build
townhouses. His idea was not in presentable form and the Board explained to him the necessary
steps he would need to do in order to formulate his plan and present his application.

On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted
to approve the Minutes of April 3, 2003.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Robert Redfern, the Zoning Board of Appeals voted
to approve the Minutes of April 17, 2003.
The motion was approved by a vote of 3-0-0.

On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted
to approve the Minutes of April 24, 2003 with changes.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Robert Redfern, the Zoning Board of Appeals voted
to approve the Minutes of April 30, 2003 with changes.
The motion was approved by a vote of 3-0-0.
On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted
to approve the Minutes of May 15, 2003 with changes.
The motion was approved by a vote of 3-0-0.
On a motion by Robert Redfern, seconded by Susan Miller, the Zoning Board of Appeals voted
to approve the Minutes of May 22, 2003 with changes.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Robert Redfern, the Zoning Board of Appeals voted
to adjourn the meeting.
The motion was approved by a vote of 3-0-0.
