A meeting of the Water, Sewer and Storm Water Management iAdvisory` 3f--(6114t '
(WSSWMAC) was held at 7:36 PM on Wednesday, November 19, 2003, in the Berger Room,
Reading Town Hall, 16 Lowell Street, Reading, MA.
In attendance were Chairman Richard Moore, Secretary Stephen Crook, Committee members
Steven Oston and John Wood, and DPW Director Ted McIntire.
Minutes
It was moved by John Wood, seconded by Steve Oston and approved by a vote of 4-0 to approve
the minutes of November 10, 2003 as corrected.
Water and Sewer Advisory Committee Membership
Secretary Stephen Crook will compose a letter to former Committee Member Bob Salter,
thanking him for his service to the Community and to this Committee. The letter will be signed
by all members.
Stephen Crook indicated that Jennifer Lachmayr of the Storm Water Advisory Committee had
expressed interest in serving as an associate member to this Committee. He will contact Jennifer
regarding the open position and other Committee members will talk to people they think may be
interested in serving on the Committee.
Storm Water Management Program
Ted distributed a copy of the application sent to EPA and a spreadsheet with the five year
commitments that have been identified by the Town. Joe Delaney will be invited to the
December meeting to make a presentation and answer any questions the Committee may have.
The Water, Sewer Storm Water Management Advisory Committee will make a recommendation
to the Board of Selectmen as to the funding mechanism for the Storm Water Management
Program. Consensus was to identify the options with a final recommendation. The Committee
would like to review the final report of the adhoc Storm Water Committee and this report will be
distributed with next months agenda.
November 2003 Subsequent Town Meeting
Ted indicated that there were lengthy discussions regarding the withdrawal of the one million
gallons per day from the Ipswich Basin during the months of May through October and
supplementing that supply from the MWRA water system. Two spreadsheets were distributed
which identified water supply options before, during and after the construction of the new water
treatment plant. Ted explained that the commitment of one million gallons per day maximum
from the Ipswich Basin was during operation of the existing water treatment plant. With the

construction of the new treatment plant the Town would have flexibility to withdraw up to 2.57
million gallons per day from the basin except in situations that there were low flow in the river
and the Town would be required to withdraw less water, possibility one million gallons per day.
Water Conservation Program
Ted handed out a project schedule which identified all of the components of the Water
Conservation Program and identified the kickoff dates for all programs.
Water Meter Radio Read Update
Ted informed the Committee that Northrup Grumman was in this week to replace approximately
600 malfunctioning units. We are working with Northrup Grumman to replace all of the
remaining malfunctioning units.
Vulnerability Study
The Committee requested a copy of the Contract with Weston & Sampson Engineers for the
Vulnerability Study.
FY2005 Budget
The Committee will review the FY2005 operating and Capital Improvement Budget at it's next
meeting.
Water Treatment Upgrade Project
It was moved by Richard Moore, seconded by John Wood and approved by a vote 4-0 to
recommend the award of a value engineering contract. This consultant would review and advise
the Town on the Scope of Services, Fee Schedule and the design of the water treatment plant
upgrade by the design consultant.
The next meeting of the WSSWMAC is December 10, 2003.
It was moved by John Wood, seconded by Steven Oston and approved by a vote of 4-0 to
adjourn the meeting at 8:58 PM.
