A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC)
was held at 7:44 PM on Wednesday, July 21, 2004, in the Berger Room, Reading Town Hall, 16
Lowell Street, Reading, MA.
In attendance were Chairman Richard Moore, Secretary Stephen Crook, Committee members Steve
Oston and John Wood, and DPW Director Ted McIntire. _
Committee Reorganization
Chairman - It was moved, seconded and approved by a vote of 4-0 to open the nominations for
Chairman.
It was moved by John Wood to nominate Stephen Crook as Chairman of the WSSWMAC. The
motion was seconded by Steve Oston and approved by a vote of 4-0.
It was moved by John Wood, seconded by Steve Oston and approved by a vote of 4-0 to close
nominations.
It was moved by John Wood, seconded by Steve Oston and approved by a vote of 3-0-1 (Crook
abstained) to elect Stephen Crook as Chairman of the WSSWMAC.
Secretary - It was moved, seconded and approved by a vote of 4-0 to open the nominations for
Secretary of the WSSWMAC.
It was moved by Richard Moore, seconded by Steve Oston and approved by a vote of 4-0 to
nominate John Wood as Secretary of the WSSWMAC.
It was moved, seconded and voted 4-0 to close nominations for Secretary.
It was moved by Richard Moore, seconded by Steve Oston and approved by a vote of 3-0-1 (Wood
abstaining) to elect John Wood as Secretary of the WSSWMAC.
Meeting Minutes
It was moved by John Wood, seconded by Steve Oston and approved by a vote 3-0-1 (Oston
abstaining) to approve the minutes of June 23, 2004 as revised.

Storm Water Management Plan
The Town Manager had submitted a letter to the Committee requesting that they report their
recommended funding options to the Board of Selectmen at their August 24, 2004 meeting. The
Committee feels that it would not be prepared to make a recommendation until sometime in
September.
The Committee, identified some fee options including fee based on:
1. Lot square footage; _
2. Residential incorporating 1 & 2 family residential and 3+ family residential and commercial;
3. Zoning.
The direction the Committee feels it should pursue is an enterprise fund to cover the following
options:
1. All salaries and expenses;
2. Only capital expenses;
3. A phased funding program.
The Committee feels the storm water fee should be added to the water and sewer bill form as a
separate line item.
Staff will put together a package of discussions and funding options identified by the Committee and
work with data processing to identify what information is available on each property. Ted will talk
to the Town Manager and request that the presentation be made after the Committees September 15,
2004 meeting.
Water/Sewer Issues
Water and Sewer Rates - The Committee requested that staff prepare a package for discussion at the
committees February 2005 meeting.
Water Treatment Plant Design - The Board of Selectmen toured the Water Treatment Plant
property and have requested additional information on the cost of different building options. The
cost for an "L" shaped building is $500,000 more than an rectangular building. The siding options
range from $7.50 per square foot for metal to $27.00 per square foot for block and brick. The
Committee requested that staff send a letter to the Board of Selectmen with their recommendation on
the use of the abandoned treatment plant site property as discussed at a previous meeting.
Value Engineering - The value engineering company identified two other treatment options which
CDM is reviewing and responding to the suggestions. There will be an additional value engineering
review at the 60% design point.

I93IWater Supply Protection - Peter Tassi, Joe Delaney, Gail Wood, Camille Anthony, Fran Fink,
and Ted McIntire are on the review committee. Interviews have been scheduled for Friday, August
20, 2004. The Committee will make a recommendation to the Town Manager who will negotiate a
Scope of Work and fee for the successful consultant.
MWRA Water System Connection - The Town has applied for an Interbasin Transfer through the
Water Resources Commission. The Water Resources Commission staff has recommended outdoor
water restrictions based on stream flow. These restrictions are more restrictive than existing Town
policy. After much discussion it was moved by John Wood that if Reading had to meet the proposed
Water Resources Commissions staff recommendations which are less beneficial to the-watershed and
place unnecessary outdoor water restrictions on the Town, we should withdraw our MWRA water
system application. The motion was seconded by Richard Moore and approved a vote of 4-0.
20" Water Main Construction - Due to unacceptable performance by our consulting engineers,
Stearns and Wheler, construction of the 20" water main in the Birch Meadow Park area is expected
to commence late July to early August. This would involve construction during the first portion of
the school year in September 2004.
12" Water Main - Walkers Brook Drive to Ash Street - The Contractor has committed to complete
the installation of the pipe by August 20, 2004. There is another option that the Town offered to the
Contractor which was completion by September 3, 2004 if the Contractor maintained an acceptable
effort but due to water and soil conditions was unable to complete by the August 20, 2004 date. If
the Contractor does not complete by the approved date, the Town has the option of billing for
liquidated damages in the amount of $500 per day.
20" Water Main Construction - Birch Meadow Area - The Town has requested that the
Construction of the 20" main be completed from Birch Meadow Drive to Colburn Road by
September 3, 2004. The reason for this is that school opens on September 7, 2004. Delays in the
construction of this water main have been due to unacceptable progress by our engineering
consultant Stearns & Wheler.
Sewer Debt Service Assistance - Assistance in the amount of $10,000,000 has been approved by the
House and expected to be approved by the Senate. This will mean a reduction of combined water
and sewer MWRA rate from 3.9% to 1.9%
