Ni G, M A S S September 15, 2004 A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC) was held at 7:38 PM on Wednesday, September 15, 2004, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA. In attendance were Chairman Stephen Crook, Secretary John Wood, Committee member Steve Oston, Board of Selectman liaison Gail Wood, Town Engineer Joe Delaney, and DPW Director Ted McIntire. Meeting Minutes After a review of Committee minutes, it was moved by John Wood, seconded by Steve Oston and approved by a vote of 3-0 to accept the minutes of August 25, 2004 as amended. Storm Water Management Program Gail Wood indicated that she had told the Board of Selectmen about the funding options that were not considered by the WSSWMAC. She also informed the Committee that the Board of Selectmen did not plan on making a final decision on September 21, 2004 regarding a preferred funding option. Joe Delaney prepared and handed out a proposed presentation to the Board of Selectmen which was based on previous discussions by the WSSWMAC at its August 25, 2004 meeting. He reviewed the presentation with the Committee and there were changes made in many areas. Joe will incorporate the changes into the final presentation and put copies of two slides on each page of the handout package. It was moved by Steve Oston, seconded by John Wood and approved by a vote of 3-0 to recommend the revised presentation to the Board of Selectmen on September 21, 2004. A copy of the approved presentation will be mailed to the Committee. Water/Sewer Issues 20" Water Main - The contractor RM Pacella is expected to start construction of the new 20' water main in the Birch Meadow area during the week of September 20, 2004. Staff will be meeting with the contractor to coordinate the construction of the water main in Arthur B Lord Drive in front of the Birch Meadow Elementary School and the YMCA. It is expected that this construction will take place during the weekend of Columbus Day, October 8 -11, 2004. 12" Water Main - The construction of the water main from Walkers Brook Drive to Ash Street has been completed. The ;final grading, looming, seeding and other punch list items are expected to be completed shortly. Minutes - WSAC September 15, 2004.doc Page I of 2 Water Meter Radio Read Units - Northrup Grumman is planning to have a crew in Reading the week of September 27, 2004 to install approximately 1200 failed units. This is the first phase of a approximately 5000 units that will be replaced by the end of November 2004. Revay Well - DPW staff, representatives of Weston & Sampson and Town Council met with representatives of DEP to discuss the status of the contamination of the Revay Well and ongoing activities by the responsible party, DEP and the Town of Reading. DEP was informed that the Town of Reading has filed suit against Mass Highway Department and AGFA Corporation regarding the contamination of the well. Based on information that DEP has, they do not feel that Mass Highway Department is responsible for the contamination of the Revay Well. All indications are that AGFA Corporation and another unknown generator is responsible for the contamination. Weston & Sampson, on behalf of the Town of Reading will review additional information supplied by DEP and recommend a plan of action for the Town to pursue. It is expected that this review will take upwards of two months to complete. Water Treatment Plant Design - It is expected that the design of the Water Treatment Plant will be completed in February 2005. MWRA Water System Connection - Peter Tassi, Ted McIntire, Peter Hechenbleikner and John Gall from CDM are scheduled to meet with representatives for the Water Resources Commission on September 27, 2004.
