MASS. 1004 OLC - I p 4: 51 WATER, SEWER AND STORM WATER MANAGEMENT ADVISORY COMMITTEE MINUTES October 20, 2004 A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC) was held at 7:35 PM on Wednesday, October 20, 2004, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA. In attendance were Chairman Stephen Crook, Secretary John Wood, Committee members Richard Moor and Steve Oston, and DPW Director Ted McIntire. Meeting Minutes It was moved by Steve Oston, seconded by John Wood and approved by a vote of 4-0 to accept the minutes of September 15, 2004 as corrected. Storm Water Management Program The Selectmen agreed with an Enterprise Fund system for the storm water program. Phasing should be done initially. The Committee recommended that Joe Delaney present a report to Town Meeting in November, outlining the plan for an Enterprise Fund for the storm water utility. Staff will prepare the FY06 Budget with 100% enterprise funding and will incorporate long-range capital in the budget. The Committee felt it was important to invite the Finance Committee Liaison, Andrew Grimes, to discussions of this program. Water/Sewer Issues 20" Water Main - The installation of the 20" diameter water main has been completed. The connection of the 12" water main in back of the field house that supplies the hydrants and the connection to the irrigation system remains to be completed. The Contractor needs to pressure test the mains, chlorinate and have a test for bacteria completed. Temporary patching of the water main trench will be completed this fall and final overlay will be performed in the spring. 12" Water Main - All construction, final grading, loaming, seeding and other punch list items has been completed. Water Meter Radio Read Units - The Contractor completed approximately 1000 replacements of the malfunctioning units. The remaining 200 that were planned to be done were never delivered by the supplier. The installer is due back the week of October 25, 2004 to continue installation of replacement reading units. Due to the poor performance of our contractor, Northrup Grumman, John Sousa sought and received permission from Town Manager Peter Hechenbleikner to pursue legal avenues with Town Council, Brackett & Lucas. A letter to Northrup Grumman Corporation was drafted and sent by Town Council on October 7, 2004. The letter indicated that the Town of Reading authorized suit against Northrup Grumman for violations for breach of warranty, breach of Minutes - WSAC October 20, 2004.doc Page 1 of 2 contract, and misrepresentation. Northrup Grumman is required to submit a written response and/or tender an offer of settlement within 30 days receipt of the letter. Revay Well - Weston & Sampson Engineers continued to review the information provided by Massachusetts Department of Environmental Protection staff on their findings of sampling and testing of the contamination plume from AGFA Corporation facility in Wilmington, MA. Water Treatment Plant Design - The design contract with CDM was signed by the Town Manager. Design is expected to be completed in early 2005. MWRA Water System Connection - Water Resources Commission is expected to vote on the approval of Reading's inter basin transfer at their meeting of November 4, 2004. Water & Sewer GIS - Staff will be working with Kim Honetschlager, the Town's GIS Coordinator to develop a Request for Proposals to develop the water system and sewer system layers. FY06 Budget and Capital Improvement Plan - Staff is beginning the preparation of the budgets for water and sewer, which are due to the Town Manager on October 29, 2004.
