A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC)
was held at 7:50 PM on Wednesday, November 17, 2004, in the Berger Room, Reading Town Hall,
16 Lowell Street, Reading, MA.
In attendance were Chairman Stephen Crook, Secretary John Wood, Committee member Steve
Oston, and DPW Director Ted McIntire.
Meeting Minutes
It was moved by Steve Oston, seconded by John Wood and approved by a vote of 3-0 to approve the
minutes of October 20, 2004 as revised.
FY2006 Water Operating Budget
Ted McIntire reviewed the budget as submitted to the Town Manager and highlighted the following
items: the existing water treatment plant Operator III, Operator in Training will be receiving his full
Operator III license which is reflective in the budget; on expenses, form C, the electricity shown in
FY2005 is incorrect - the proposed budget of $7833 in FY2006 is correct; $30,000 for the MWRA
system connection is to hire CDM to continue the process of membership into the MWRA
waterworks system; IDSE Engineering & Sampling in the amount of $65,000 is for an aggressive
sampling and testing program in the distribution system required under the disinfection by-product
rule DB-PR. The purpose of this testing program is to identify locations in the distribution system
where quarterly sampling will be required under EPA regulations; the Massachusetts Inter-Local
Insurance Association (MIIA) has miscalculated the property and liability insurance numbers, Beth
Klepeis will be working with them to rectify the numbers and the requested amount in the FY2006
Budget will be modified; debt service listed as $433,119 is incorrect, the actual number for FY2006
is $753,919, this amount is made up of the Summer Ave water main in the amount of $269,000,
Birch Meadow 20" water main in the amount of $135,000, 12" water main in West Street in the
amount of $130,000, water main in Franklin Street in the amount of $74,000 and design of the water
treatment plant in the amount of $145,000.
FY2006 Sewer Operating Budget
Ted McIntire reviewed the proposed budget which reflects the guidelines established by the Town
Manager for salaries and expenses with the following exceptions, the MWRA assessment in FY2006
in the amount of $3,061,551 reflects a 4% increase over the FY2005 actual amount of $2,943,779.
The reason the FY2005 assessment was reduced to that number is that the Legislature voted to
approve a $10,000,000 debt service relief to the communities; the Massachusetts Inter-Local
Insurance Association (MIIA) has miscalculated the properly and liability insurance numbers, Beth
Klepeis will be working with them to rectify the numbers and the requested amount in the FY2006
Budget will be modified. The insurance and benefits such as workers comp and health insurance,

pension costs numbers are given to the Department by Finance Director and Town Accountant, and
those are the numbers we use in our annual budget.
FY2006 Water Capital
The well discharge pipe and well flow meters identified in FY2006 are related to the construction of
the water treatment plant and will be incorporated into that construction project, the other items are
necessary in FY06 for the treatment plant. Under Water Distribution, the water meter replacement
program is a continuation of the meter change out, and the water main on High Street from Woburn
Street to Lowell Street will be completed prior to the reconstruction of High Street.
FY2006 Sewer Capital
The items requested under Sewer Capital reflect an ongoing equipment replacement program and
system rehab work. The lift station SCADA System will be included in the construction of the water
treatment plant and will allow us to monitor the 12 lift stations throughout the Town. The cost of
which is borne by the Sewer Enterprise account.
Storm Water Management Program
Joe Delaney will schedule a staff meeting and will work on developing a budget and capital program
for the Storm Water Management Program.
Water Issues
MWRA Water Svstem Membership - The Water Resources Commission will vote on the approval
of the inter basin transfer for the Town of Reading at its December 9, 2004 meeting.
20" Water Main - Construction has been completed, the pressure tests and chlorination of the main
has been approved and the main is now on line. The final pavement overlay will be completed in the
spring on Bancroft Avenue, Arthur B Lord Drive and Forest Street.
Water Treatment Plant Design - The design is ongoing, monthly meetings have been scheduled
with Town of Reading staff and CDM staff.
Water & Sewer GIS -Kim Honetschlager, the Town's GIS Coordinator brought in two consultants
to demonstrate the capabilities and options of the Water and Sewer GIS layers and staff will be
developing a Request for Proposals for the development of those layers.
It was moved by Steve Oston, seconded by John Wood and approved by a vote of 3-0 to adjourn the
meeting at 8:47PM.
