A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC)
was held at 7:50 PM on Wednesday, March 9, 2005, in the Lower Level Conference Room, Reading
Town Hall, 16 Lowell Street, Reading, MA.
In attendance were Chairman Stephen Crook, Secretary John Wood, Committee member Richard
Moore, Selectmen Liaison Gail Wood, Town Engineer Joseph Delaney, and DPW Director Ted
McIntire.
Meeting Minutes
It was moved by Richard Moore, seconded by John Wood and approved by a vote of 3-0 to accept
the minutes of January 12, 2005 as amended.

Storm Water Management Program
Joe Delaney indicated that the purpose of tonight's meeting is to determine a methodology for
assessment. The Warrant article for the enterprise account has been removed from the April 2005
Town Meeting Warrant by the Board of Selectmen. Kim Honetschlager, GIS Coordinator, put
together sample maps of selected areas of Town which identified certain properties and impervious
areas as a percentage of the total lot area for each lot. This effort was to identify a representative
group of residential, commercial, and industrial areas to identify the impervious area of each zoning
area. The Town could evaluate every property if the Town was flown for area mapping and this
information was put into the GIS mapping. This would have to be done frequently.
Joe also identified options for abatement considerations. Single family residential, assuming that a
flat rate would be used, would generally not be eligible for abatements. Commercial, industrial and
multi-family properties may be eligible for some type of abatement if those properties installed state
of the art best management practices for storm water management. This could possibly be up to
50%. Underdeveloped land should not be assessed because the land is serving the purpose for
reducing the volume of storm water runoff and the levels of pollutants.
Rate methodology - The Committee reviewed the sample neighborhood area statistics on impervious
areas verses percentage of impervious areas verses lot sizes in the various zoning areas and the
significance of the numbers as they relate to a rate methodology. The Committee and staff identified
a number of options including the following: single family flat rate; equivalent single family unit
rate for commercial/industrial based on square feet of impervious area; assess average impervious
area square foot area for residential; assess commercial/industrial the same flat rate based on the
equivalent of the average residential area. Staff will incorporate an evaluation of adjacent roadway
area per property. Joe will identify some apartment/condominium complexes and evaluate
impervious areas. This could potentially be a third category for an assessment methodology.

Water Issues
MWRA Connection - The next meeting of the ` Water Resources Commission is March 23, 2005.
Negotiations are ongoing.
Water Conservation - DPW Staff and our consultant CDM are scheduling a meeting with apartment
building owners, condominium owners, industrial and commercial building owners to make them
aware of the rebate program in an attempt to encourage their participation. This meeting is being
scheduled for March 29 2005.
Water Treatment Plant Design - The Town Manager has asked staff to make a presentation to the
Board of Selectmen at its meeting of April 12, 2005.

the meeting at 9:55 PM.
