HomeMy WebLinkAbout2005-06-01 Water and Sewer Advisory Committee MinutesWATER, SEWER AND STORM WATER MANAGEMENT ADVISORY COMMITTEE MINUTES June 1, 2005 A meeting of the Water, Sewer and Storm Water Management Advisory Committee WSWMAC) was held at 7:44 PM on Wednesday, June 1, 2005, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA. a - y-•~ 1 a, v ,r In attendance were Chairman Stephen Crook, Secretary John Wood, Committee members Richard Moore and Steve Oston, DPW Director Ted McIntire, and guests Gail Wood and John Gall (CDM). Meeting Minutes It was moved by John Wood, seconded by Steve Oston and approved by a vote of 4-0 to approve the minutes of March 9, 2005 as amended. It was moved by John Wood, seconded by Steve Oston and approved by a vote of 4-0 to approve the minutes of April 13, 2005 as amended. Water Conservation Program John Gall from CDM joined the meeting. Ted walked through the handouts related to the existing Water Conservation Program and minutes of the Board of Selectmen meeting on May 10, 2005. John Gall handed out material for review by the Committee. He indicated the intention of the Selectmen is to identify interim water conservation measures prior to membership to the MWRA Water Works system. One option would be: Step 1- Mandatory Odd/Even Step 2 - Reduce Hours Step 3 - Reduce to one (1) day per week Step 4 - Hand held only Step 5 Complete ban on outside water use The recommendation was made to have only 3 steps of restrictions. Another suggestions was to use the 3 "Levels" identified in Table 4 of the June 9, 2005 Water Resource Commission Staff recommendation which identifies a threshold of total MWRA water use at the first day of the month from June through October and then just add one million gallons per day to these numbers to identify the threshold for local restrictions. It was moved by Richard Moore, and seconded by John Wood to recommend the Board of Selectmen institute a Conservation Policy for water restrictions as outlined in the June 9, 2005 Water Resource Commission Staff recommendations in Table 3 and adding one million gallons per day to the volumes listed under "MWRA Water Use Threshold" and the action levels listed in Table 4, if Stream flow is below 18.7 cubic feet per second as recorded at the Middleton gage of the Ipswich River. The restrictions would be based on a combination of Stream flow and total Town usage. The motion was approved by a vote of 4-0. Minutes - WSACJune I, 2005 Page 1 of 2 Water Issues Water Treatment Plant - CDM and Town staff are developing alternative site evaluations for possible relocation of the new water treatment plant. West Street Water Main - Construction of the replacement 8" diameter water main from Willow Street to County Road is expected to be started in late June/early July. Irrigation Pilot Program - The control units for this pilot program have been installed in three parks to date. We are expecting to have the units installed in fifteen residential locations within the next 4- 6 weeks.
