HomeMy WebLinkAbout2005-09-14 Water and Sewer Advisory Committee Minutesv WATER, SEWER AND STORM WATER MANAGEMENT ADVISORY COMMITTEE MINUTES September 14, 2005 j A meeting of the Water, Sewer and Storm Water Management Advisory Committee (Ww1VtAC) was held at 7:40 PM on Wednesday, September 14, 2005, in the Berger Room, Readipg Town Ha,11, 16 Lowell Street, Reading, MA. In attendance were Chairman Stephen Crook, Secretary John Wood, Committee members Richard Moore, Steve Oston, and Mike McIntyre, associate member Gail Wood, Selectmen Liaison James Bonazoli, DPW Director Ted McIntire. Storm Water Management Program The Committee reviewed a letter from Daniel J Murphy, Chief, Property Tax Bureau, MasspOwsetts Department of Revenue, dated April 19, 2005. It was clear to the Committee that the estabWI hment of an Enterprise Fund for storm water is legal as outlined in Mr. Murphy's letter. Water/Sewer Issues Water Treatment Plant - A tour of alternative sites for the new water treatment plant by the Board of Selectmen was done on September 10, 2005. DPW staff, WSSWMAC members, representatives from CDM, and invited abutters accompanied the Board of Selectmen. The sites under evaluation were the former compost site adjacent to properties on Foster Circle, the existing compost site along Strout Avenue, and the existing water treatment plant site on Strout Avenue. It was apparent that from the discussion and reaction from the abutting. property owners that the former compost site, would not be a viable option. Still under consideration would be the existing compost area and the existing water treatment,plant site. There was a strong preference noted from the residents present to discontinue use of existing compost area and institute curbside yard waste collection. Meter Program - The Town is moving ahead with negotiations with Northrup Grumman to replace the existing RAMAR transponders with a different manufactured unit. Staff is moving ahead developing contract specifications to purchase new meters as part of our Capital Improvement Program and to incorporation the purchase and installation of new transponders. Water Mains Franklin Street - Water main construction from Main Street to Haverhill Street has been completed, all services have been connected to the new main. West Street - Water main installation and service connections have been completed from Willow Street to Wescroft Rd. Construction of the water main is ongoing from Wescroft Rd toward County Road. High Street - An Article for debt authorization for the construction of a water main in High Street from Lowell Street to Woburn Street will be included in the Warrant for the November 14, 2005 Subsequent Town Meeting. Minutes - WSAC September 14, 2005 Page 1 of 2 Water Restrictions - To date, there have been eleven warnings issued for violations of the outdoor water restrictions. There have been no fines issued at this time. MURA Connection - A Suit has been filed against the Water Resources Commission by the Conservation Law Foundation on behalf of the Ipswich River Watershed Association. The Town will continue to pursue its application for MWRA waterworks membership. Subsequent Town Meeting (November 2005) - The following Articles have been put on the Warrant: High Street Water Main; Additional Funding for the 20" Diameter Water Main in the Birch Meadow Area; General Debt Authorization for the Construction of Water Mains; and the Storm Water Enterprise Fund. Water Conservation - The Staff has met with Department of Conservation and Recreation regarding the pilot program for irrigation control units in the three parks and fifteen residential properties in Town. They are gathering data for a report in approximately six months. Revay Well - The Committee initiated signatures for a document to AGFA Corporation to designate the contamination from their facility be designated as a Public Involvement Plan. It was moved by Mike McIntyre, seconded by John Wood and approved by a vote of 5-0 to adjourn the meeting at 9:17 PM. lJ., CD L. _r Minutes - WSAC September 14, 2005 Page 2 of 2
