ADVISORY COMMITTEE MINUTES
October 12, 2005 t
A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC) was
held at 7:35 PM on Wednesday, October 12, 2005, in the Berger Room, Reading Town Hall, 16 Lowell
Street, Reading, MA.
In attendance were Chairman Stephen Crook, Secretary John Wood, Committee members Richard Moore
Steve Oston and Mike McIntyre, associate member Gail Wood, and DPW Director Ted McIntire.
Meeting Minutes
It was moved by Mike McIntyre, seconded by Steve Oston and approved by a vote of 5-0 to approve the
minutes of September 14, 2005 as corrected.
193 Drainage Alternatives
Joe Delaney and representatives of Fay, Spofford & Thorndike, Inc. met with Mass Highway
Department. Mass Highway Department indicated that it would prefer option 2B. The Committee felt
that option 2B was the best option for a number of factors including the fact,that there was more lead
time to take action incase of a spill, and maintenance is minimal verses other options. The Committee
reviewed the eight alternatives and the positive and negative issues affecting each as it related to
protection of the water supply along Interstate 93. They requested that Fay, Spofford & Thorndike
address the following questions. What chemicals transported can be identified through the sensors?
What triggers the sensors?
It was moved by John Wood, seconded by Richard Moore and approved by a vote of 5-0 to recommend,
in order of priority, options 2B, 2A, 5, 4A. All other options are not acceptable.
Special Town Meeting Warrant
® Article 7 - It was moved by Richard Moore, seconded by Mike McIntyre and approved by a vote
of 5-0 to support the subject matter of Article 7.
® Article 8 - It was moved by John Wood, seconded by Richard Moore and approved by a vote of
5-0 to support the subject matter of Article 8.
® Article 10 - It was moved by John Wood, seconded by Mike McIntyre and approved by a vote of
5-0 to support the subject matter of Article 10.
• Article 11 - It was moved by John Wood, seconded by Steve Oston and approved by a vote of 5-0
to approve the subject matter of Article 11.
® Article 12 - It was moved by John Wood, seconded by Richard Moore and approved by a vote of
5-0 to support the subject matter of Article 12.

Water and Sewer Issues
Water Treatment Plant - Ted reported that CDM and staff will be meeting the last week of
October to prepare for the Board of Selectmen's meeting on November 8, 2005. The Town
Manager is evaluating the following options.
1. New treatment plant at the existing location with or without supplemental service from the
2. New treatment plant at the compost area with or without supplemental service from the
MWRA;
3. 100% MWRA.
6 Water Meter Prolzram - There is a. meeting. scheduled with Northrop Grumman next week to
discuss the issue of the failing radio read units.
® Water Mains - West Street - contractor is reconnecting permanent services to the new main.
HighStreet - Funding approval is being requested at the November Special Town Meeting.
e MWRA Connection - Reading's request has been approved by the MWRA Advisory Board
Operations Committee. The full MWRA Advisory Board will be meeting on October 20, 2005 to
vote on Reading's application. Final approval will be made by the MWRA Board of Directors.
® Revav Well - Monitoring of water levels and quality testing is ongoing.
It was moved by Steve Oston, seconded Richard Moore and approved by a vote 5-0 to adjourn to the
meeting at 9:30PM.
