ADVISORY COMMITTEE MINUTES
May 17, 2006
A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC) was
held at 7:36 PM on Wednesday, May 17, 2006, in the Berger Room, Reading Town Hall, 16 Lowell
Street, Reading, MA.
In attendance were Chairman Stephen Crook, Secretary John Wood, Committee members Richard Moore
Steve Oston, and Mike McIntyre, Associate Member Gail Wood, Finance Committee Liaison David
Greenfield, DPW Business Supervisor John Sousa, and DPW Director Ted McIntire.
FY07 Water and Sewer Rates
John Sousa handed out an update on the reserve fund status. He explained that he calculated the rates
incorporating a "summer" rate for six months and a "winter" rate for six months using the guidelines
from the Committee for the last meeting.
John Wood and Gail Wood joined the meeting at 7:45PM.
The proposed rates for FY2007: Summer Rates (May 16 - November 15) for water in the amount of
$5.69 per HCF, representing a 19% increase over FY06 and a sewer rate of $6.06 per HCF, and increase
of 4.9% over FY06. The combined summer rate of $11.75 represents an 11.3% increase over FY06 rates.
The Winter Rates (November 16 - May 15) for water is recommended at $5.45 per HCF, and increase of
14% over FY06 rates and a sewer rate of $6.06, and increase of 4.9% over FY06 rates. The combined
rate of $11.51 represents a 9% increase over the combined rate of FY06. It was moved by Richard
Moore, seconded by Mike McIntyre and approved by a vote of 5-0 to recommend the summer and winter
rates to the Board of Selectmen. Ted indicated to the Committee that the Board of Selectmen hearing for
the FY2007 water and sewer rates will be held on May 23, 2006.

Water Supply (MWRA/WTP)
Ted indicated to the Committee that at the Board of Selectmen meeting on May 16, 2006 the Warrant
was approved for the June 12, 2006 Special Town Meeting. There will be one article to approve hiring a
consultant plus debt authorization for buy-in of additional supply from the MWRA. This article would
require a 2/3 vote. The next article will be home rule petition for legislation to short cut the approval
process for MWRA water. Another article will be for the construction of the Water Treatment Plant and
funding for that construction plus hiring a consultant to complete the design. That article will also
require a 2/3 vote. There is also an article to revise the Capital Improvement Plan to reflect these
different options.
Dave Tuttle joined the meeting at 8:03PM.
The Committee discussed making a presentation at the Finance Committee meeting on June 1, 2006 and
the Special Town Meeting on June 12, 2006.
David Greenfield left the meeting at 9:OOPM.
Steve Crook will contact Chuck Robinson, Chair of the Finance Committee, requesting time to make a
presentation at their meeting of June 1, 2006.
FY2007 Storm Water Rates
The Board of Selectmen has scheduled a hearing on June 13, 2006. Ted McIntire will request, through
the Town Manager, to postpone that hearing June 20, 2006 in order for staff to gather additional
information.
The Committee instructed Ted McIntire to post a meeting of the WSSWMAC for Tuesday, May 23,
2006, Wednesday, May 24, 2006, and June 1, 2006.
