A meeting of the Water, Sewer and Storm Water Management Advisory Comimittee - (WSSWMAC) was held at 7:35PM on Wednesday, September 13, 2006, in the Berger :Doom, Reading Town Hall, 16 Lowell Street, Reading, MA. E In attendance were Chairman Steve Oston, Secretary John Wood, Committee members Stephen Crook Richard Moore and Michael McIntyre, WTP Supervisor Peter Tassi, DPW Administrative Assistant Michael O'Halloran, Assistant Town ManagerlFinance Director Bob LeLacheur, and BOS Liaison James Bonazoli. Meeting Minutes It was moved by Mike McIntyre, seconded by Steve Crook and approved by a vote of 3-0 to approve the minutes of June 12, 2006 as written. It was moved by Steve Crook, seconded by Mike McIntyre and approved by a vote of 3-0 to approve the minutes of June 14, 2006 as amended. It was moved by Steve Crook, seconded by Mike McIntyre and approved by a vote of 3-0 to . approve the minutes of August 9, 2006 as amended. Richard Moore joined the meeting at 7:40PM. John Wood joined the meeting at 7:43PM. FY07 Water Rates The Board of Selectmen will hold their water rate hearing on October 24, 2006; the Committee will meet prior to the rate hearing, on October 11, 2006. Bob LeLacheur reviewed the handouts detailing the water budget, water enterprise fund and proposed water rates. Peter Tassi discussed the shutdown of the water treatment plant and the requirement to maintain all wells with disinfection capabilities for emergency purposes. The cost for this process is unknown, it will depend on the process which the emergency water will be disinfected and delivered to the water system. The Committee discussed at length, the best way to use the reserve fund. Richard Moore indicated that he would not want to use a large amount of reserves to buffer the water rate. Mike McIntyre commented that by using a higher amount of reserves to buffer the water rate now, that we would have to do so forever to keep rates down. Because of the possibility of higher rates in the future, the Committee agreed that by using a higher amount of reserves now, it could have the effect of higher increases down the road.
