WATER, SEWER AND STORM WATER MANAGEMENT ADVISORY COMMITTEE MINUTES L001 JAN I q 10: 28 November 8, 2006 A meeting of the Water, Sewer and Storm Water Management Advisory Committee (WSSWMAC) was held at 7:31PM on Wednesday, November 8, 2006, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA. In attendance were Chairman Steve Oston, Secretary John Wood, Committee members Stephen Crook, Richard Moore and Michael McIntyre, and DPW Director Ted McIntire. Meeting Minutes It was moved by Mike McIntyre, seconded by Steve Crook and approved by a vote of 3-0-1 (Wood abstaining) to approve the minutes of October 11, 2006 as amended. It was moved by Steve Crook, seconded by Mike McIntyre and approved by a vote of 3-0-1 (Wood abstaining) to approve the minutes of October 24, 2006 as written. November 2006 Special Town Meeting Article 5 - It was moved by Mike McIntyre, seconded by John Wood and approved by a vote of 4- 0 to recommend the approval of the subject matter of Article 5 as it relates to the Department of Public Works. Article 12 It was moved by Mike McIntyre, seconded by John Wood and approved by a vote of 4-0 to recommend the subject matter of Article 12. Richard Moore joined the meeting at 7:41PM. 2nd Water Meters The Committee requested that Ted McIntire draft a letter to the Chairman of the Board of Selectmen with copies to the Town Manager and Tod Jacobs requesting that the Board of Selectmen give the Water, Sewer and Storm Water Management Advisory Committee some direction as to its evaluation of 2nd water meters. Ted should send the draft to Chairman Steve Oston for review and approval. Included will be a request to meet with the Board of Selectmen to discuss the issue of 2nd water meters. Future Rate Setting DPW Staff will gather information on previous work done by the Water and Sewer Advisory Committee regarding summer rates, block rates, for frequent billing, and putting debt service within the general fund for water and sewer. A Copy of the Water and Sewer Rate Study done by David Russell in 2001 will also be provided to the Committee. l Minutes - WSAC November 8, 2006 Page I of 2 C' Water/Sewer Issues • MWRA Water - The Town, through our consultant SEA Inc. will be submitting the supplemental final Environmental hnpact Report to MEPA by December 1, 2006. • MWRA Meter Vault - The low bid for the vault was $558,000, the contract has be awarded. We are waiting for the contract to be signed. The construction is expected to go into the winter months. • Sewer Main Construction - The construction of a main sewer line has been started in Franklin Terrace and we expect completing will be by November 30, 2006. • Treatment Plant Staff - Peter Tassi continues to work at the treatment plant. The two remaining operators have been transferred to the Water Distribution Division and will be working with Jim Richardson's staff to install radio read units and new water meters. The next meeting will be December 13, 2006. John Wood indicated that he would not be available for that meeting.
