The meeting was called to order at 7:30 p.m., and minutes from the prior meeting were
reviewed and approved.
Peter Bowman and Mike Donovan discussed the "fiber-to-the-premises" (FTTP) network
that Verizon has deployed in Reading and in several other communities in the
Commonwealth. In Reading, this network has been deployed to approximately 7000 of
7500 addresses, the remaining 500 being MDUs (Multiple Dwelling Units). The network
provides very large transmission bandwidth that can be used for a wide variety of
telecommunication services (e.g., telephone, TV, Video-on-Demand, Internet, etc.), and
has large growth capacity to meet evolving future service needs. Verizon will be offering
phone and data (Internet) services over this network to Reading residents within a few
months. Television and related services will be offered at a later date after required
Commonwealth and Town liscensing and permitting issues have been resolved, and the
necessary negotiations have been completed.
Following a discussion by the Committee of issues related to RCN and the
establishment of a set of performance evaluation metrics, it was decided that the
language of the new RCTV contract does not provide a clear basis for creating such
metrics. Domenic LaCava will review the RCN contract with a goal of creating a generic
set of issues that could be used for such a performance evaluation, and these issues
will be discussed at the next meeting.
