October 16, 1997
Meeting called to order at 7:00 PM by Chairperson, John Costigan.
Those present at the meeting were: Kathy Costa, Dave Bryant, Suzi Kelley, Dave LiBasi,
Sandy Michaud, Tenley Hart, Leone Sullivan, Dave Stamatis, Rev. Jean Russo Parks, Marc
Alterio, Jane Fiore, Steve Silowsky and guests; Dennis Richards, Associate superintendent of
Schools, Carol Oliver and Shaheen of Mass Prevention Center at Salem.
Absent: Sue Pusterino, Dale Merrill
Called Excused: Gaynell Knowlton
New Business:
The Council sat for a presentation by the prevention center on the method and importance of
assessment and evaluation. Carol Oliver reviewed some of the projects we have worked on over
the past few years, and passed them within a grid to visually present the areas that may need
work. This was an example of how evaluation can be of assistance.
Discussion included, effectiveness, intervention and prevention with verification, as well as need
for input from all groups effected by programming.
The most important element, that will be released in an assessment, is the perceived need vs. the
actual need.
Evaluation should show trend in behavior. We need a baseline survey, then we will be able to
evaluate the same time each year to analyze programming. This evaluation will eventually keep
costs down and objectives in focus.
Old Business:
Minutes of September meeting were read and accepted.
Evaluation of Staff liaison was completed. John Costigan will compile and forward to Peter
Hechenbleikner.
