Secretary's Report: Bill Carrick asked the council to review the minutes of February 7, 2002. (There were not enough members present who attended that meeting to approve the minutes at the previous meeting). Bob Brown made a motion to accept the minutes as written. Nicole LeBlanc seconded the motion. The minutes were approved as written: 8-0-0. Bill Carrick then asked the council to review the minutes of March 21, 2002. Lori Leland made a motion to accept the minutes with minor changes. John Costigan seconded the motion. The minutes were approved as amended: 8-0-0. Public Input: There was no public input at the meeting. Old Business: Bathrooms at Reading _Memorial- High School: The Council met at the high school to provide an opportunity to view the bathrooms. School Committee member John Russo recently did a tour of the high school and as a result, the bathrooms have been cleaned and doors installed on the stalls where needed. There were ongoing problems with hot water to the bathrooms, faucets not repaired, and toilet paper not supplied as needed. The committee members conducted a tour of bathrooms in all areas of the high school and, although an improvement was seen, there were instances of no toilet paper in stalls and trash in some of the toilets. Of great concern to the Council was the strong odor of cigarette smoke in most of the bathrooms. Dr. Harutunian has advised Chairman Bill Carrick that a more vigorous attempt is being made to control smoking at the school. There have been doubled efforts on non-smoking in the 8th Grade Health Focus weeks. In addition, a new policy to establish fines for smoking infringements on school property is being drafted for next year. In conjunction with the change in smoking policy, a Tobacco Education Group will be offered at the school in lieu of suspension if caught smoking on school property. This will essentially be a smoking cessation group to help those caught smoking to kick the habit. The Council noted during the tour that there is a cleanliness issue as well as a smoking issue in the high school bathrooms. Dave LiBassi made a motion to "send a letter to Dr. Harutuman (cc High School Principal and School Committee) that the Council considers the issue of smoking in the bathrooms a serious problem and that impaired sanitation conditions in the bathrooms may go hand-in hand with the smoking problem. The Council applauds the efforts being done to improve the situation and offers any support possible for the introduction and enforcement of the new policy on smoking on school grounds." Lori Leland seconded the motion, which passed 10-0-0. The Council reviewed the summary of Jane Fiore's evaluation that was sent to Peter Hechenbleikner after the Council's last meeting. Police Report: None. Chairman Bill Carrick reported that the Board of Selectmen had requested more information from the Chief of Police regarding the necessity of eliminating the DARE officer's position. Dave LiBassi made a motion, seconded by Karyn Storti, that the Council draft a letter to the Board of Selectmen in support of the DARE officer's position. The motion passed 8-0-0.
