Call to Order at 7:37PM

Review of Minutes of June 20, 2002 Meeting

Bill opened discussion of chair and co-chair positions and at least entertaining the possibilllty ofc
change. Also topic of recruiting new members, perhaps through PTO's, churches. Char Will'
be re-checked for number of members allowable.
Student Report - Nicole LeBlanc
High School bathrooms are better, improved. Only a couple of weeks of school elapsed so far.
The smoke is diminished and the physical facilities are okay. Fines will be levied for smoking
infractions which range from $50 ticket and parent meeting for first offense to $100 ticket,
mandatory smoking cessation classes, community service and parent meeting for third offense.
First dance scheduled for September 27.
New Member - Gary Nihan will replace Marc Alterio who retired. Introductions all around.
Jane Fiore reported that the Drug Free Schools Grant was cut by $200 more.
Jane heard from Camille Anthony who noticed that 3 of our meetings last year were cancelled
due to lack of quorum. Possibility raised of a change in membership and/or change in quorum to
help consistently hold meetings. A quick review of charter was done by Bill Carrick. Possibilities
raised of reworking the charter, revisiting the membership roster, reducing the membership from
16 to 12. Bill and Jane are working up a 12 member roster.
Possibility of reducing quorum to 40% was raised. A motion was made to change draft in
membership and review at the next meeting. Motion carried.
Motion to keep quorum at 50% was made by Bob Brown.
Motion not carried.
Motion made to have Jane Fiore investigate if 40% quorum is possible. Motion carried with one
abstention.
Discussion of Drug Free Week. Initial discussion raising the question if we should hold one.
Perhaps we shouldn't. More discussion and review at next month's meeting.
There was also a brief discussion of a shift in goals for the Council. Maybe a shift from
prevention to intervention. More discussion at the October meeting.
Also, there was discussion of some of the fund-raising efforts held in Reading, specifically the
Technology Committee's wine-tasting event where alcohol will be served. The funds will benefit
the schools but is the right message being sent. More discussion at the next meeting.
