READING SUBSTANCE ABUSE PREVENTION ADVISORY COUNCIL
MEETING MINUTES - DECEMBER 19, 2002
MEMBERS PRESENT - Jane Fiore, Lisa DiTrapano, Matt Edson, Bob Brown, Bill
Carrick, Nicole LeBlanc, Gary Nihan, Karyn Storti, Alex Rowen
MEMBERS ABSENT - Sandy Michaud, Dale Merrill
CALL TO ORDER - 7:35 PM.
George Hines, liaison from Selectmen, scheduled to attend called to say he. could not
come.
Introductions of new members - Matt Edson of Reading Police Dept. and Alexandra
Rowen, student representative.
Review of minutes of November 21, 2002 meeting. Accepted with two corrections.
PUBLIC INPUT - None
OLD BUSINESS - Former School Committee liaison, Bill Griset, resigned. Another
member will be chosen but likely not until February or March.
A recent article in the Boston Globe reported on the growing use of heroin in
suburbia. It's cheap and available. The drug Oxycontin is reported to be a
gateway drug to heroin use.
Project Alliance Training - Jane is trying to get 4 peer leaders and 2 adults to attend
the January session at Northeastern University.
Panel Discussion on Illegal Drug Use in Reading led by Judge Jackson of Woburn
District Court had to be rescheduled due to inclement weather. New date is
Tuesday, January 28, 2003. Publicity includes Jane getting articles in local
newspapers, flyers sent home with middle school students, Nicole LeBlanc posting
flyers at the high school and Karyn Storti posting flyers around town at local
businesses. This will be done after the holidays.
Attention was drawn to a web site called Abouthealth.com which has a focus on
substance abuse. Also R.everecares.com.
There was a brief discussion on drunk driving and a financial grant to the local
police department front the state police. The grant amount is x;10,000.

Changes in dates were made for some of our 2003 meeting. Jartu.
In February, our date is the 13th not the 2016. Our July elate is tentative.
Return of police representation to the Council was discussed. Matt Edson asked
what he can do for us and promised to start with pulling monthly figures on drug
and DUI arrests.
SCHOOL REPORT - Gary Nihan reported there is no money for training and that
this situation will get worse as there are no state funds available.
STUDENT REPORT - Nicole LeBlanc and Alex Rowen talked of the drinking at
dances and the new smoking policy at the high school. Mention was made of the
possibility of locked bathrooms and using senior citizens to monitor sign-in sheets.
Further discussion scheduled for neat meeting.
Discussion of Safe Homes Program which was raised last month. Jame Fiore, with
assistance from Alex Rowen, will get more information on the program. Further
discussion scheduled for January meeting.
Discussion of membership and goals. Our membership should be changed to eleven
_s plus Jane. Goals should include continuing to support the school system in
implementing and assessing the Youth Risk Behavior Survey. There was talk of
having a system to evaluate the effectiveness of prevention programs. Wording for
changes in goals will be talked about more at the January meeting.
