The Reading Substance Abuse Prevention Advisory Council meeting was called
to order at 7:06 by Chairman, Karyn Storti.at Town Hall, Conference Room.
Order of Business:
• The December 15, 2005 meeting did not have a quorum present. Notes
and housing keeping comments of the December 15, 2005 meeting
submitted by the Secretary, Robert Brown are comments from the
working group present on 12/15/05 for review by the council.
• Atlantic Food Mart liquor product displays Arnold Rubin unable to attend
meeting tonight or the next two months. The Karyn Storti suggested the
council watch the progress made and compliance Mr. Rubin shows
following the letter sent to him by the Chairman of the Board of Selectmen
addressing the "in your face" product displays and newsletters posted in
the alcohol product aisle.. The council was in agreement with this
approach.
Discussion continued with Camille Anthony, Selectmen liaison to SAPAC
on Atlantic's liquor license renewal to sell alcohol on December 5, 2005. It
was pointed out comments and letters had been forwarded to the BUS on
this suggesting the BOS think carefully about renewing the license due to
theft, marketing and placement of the product. The information and
extreme concern from the council regarding the message being sent to the
children and community at large. Is easy access to an addictive
substance the message the town wants to send?
• Community Drug Summit Initiative report of January 5, 2006 meeting
o A copy of the letter from Camille Anthony to those individuals
interested in continuing to work on this newly formed task force was
distributed by staff liaison. The next Drug initiative meeting is
planned for January 26, 2006. Karyn and Bill had not received
notice of this meeting to date. Camille Anthony, BOS explained the
letter was mailed today and would be received Friday.
o Bill Carrick began the discussion by reading a draft letter to. the
selectmen. The draft contained the disappointment in the design of
the meeting and the inability of Reading citizen's to discuss or
present their concerns about drug use here in town. It was in
agreement by the council that Norah Mann gave a good generic
presentation. But, again the references made pertained to other
towns and other town's families. SAPAC chairperson, Karyn Storti
did not have the opportunity to read a prepared statement.
After reading the draft letter, Mr. Carrick did express his hope for
the initiative with the consideration of participation by the council or
its representatives. It is his hope the council will support the
imitative.
o Continued discussion between members and the BOS liaison
continued for some time.
o Karyn Storti called for a motion to support the initiative. Bill Carrick
made the motion it was seconded by Gary Nihan and passed 7:0:0.
o Following the motion and vote Mrs. Anthony excused herself and
left the meeting
• . Report on Student Holiday Stick Shock Campaign was given by Gary
Nihan. All five liquor establishments participated. Students and chaperons
went to each store and distributed posters and stickers. The two local
newspapers were very cooperative and positive press was received in the
next week's papers. Gary noted there was great cooperation from the
store owners, students and Jane Fiore helped with contacts and letters.
Fast and positive project.
• Next project is a MADD sponsored Call to Action for parents' educations.
The council voted 7:0:0 to support the project and Gary
• Reports:
o Schools - Call to Action program
Adult Education project two free programs offered in
conjunction with the police department will be offered in
March. "Catch Wellness" Citizen Drug Recognition
Academy and Be a Parent - Not a Pal: Social Liability.
Gary suggested that SAPAC support the project by helping
advertise. Mike Saunders suggested Atlantic stuff the fliers
in bags. Jane will call Atlantic. Kayla will hang a flier at
Doyon's, Mike Saunders will distribute at various business.
Jane will send fliers to Karyn for the January 26 Drug
Summit Initiative meeting.
o Student liaison - Kayla reported the change in the bathrooms
regarding smoking. Somewhat better in the new building.
She also reported on her impression of the initial Drug Summit
meeting.
o Police report - Mike Saunders discussed the use of a Resource
officer at the high school. This position for an officer will take time
to be effective to develop trust. Mike was clear in the following
statement, "The resource officer is only one element in the
approach to control the use of drugs at the high school"
