Solid Waste Advisory Committee - Minutes of meeting - February 9, 2000

1. The meeting was called to order by Jean Krogh, chair, at 7:34 when a quorum was attained. It
was noted that the Town Hall had been closed at 11:00 due to a fire on Woburn Street so that if
there had been any calls from members not able to attend the meeting, the calls would not have
been received.
2. Education/Information Milne and Con from Waste Management, Gloucester (the operation
that provides Reading's curbside recycling pickup) made a presentation and fielded questions.
® A new truck is being used with two bins in front which empty into separate compartments in
the body of the truck.
® Collection is commingled - newspaper is separated but everything else, cans, glass, plastic,
etc. is mixed.
• Commingled collection with the new truck makes collection on the route easier. Picking
(separation) is done at KTI in Charleston.
® KTI sells recyclables where it is best economically
m Paper, used newspaper, magazines, and cardboard (residential mix) has less value than pure
newspaper. In addition to KTI, some paper goes to Woburn (for hydroseed), some goes to
Gloucester
• Collection of ##3 through #7 plastic not economical
® Styrene collection difficult from large institutions, impractical for residential collection
Everyone trying to recycle more. The Town of Reading is doing a fine job with curbside
recycling
3. lPAY"T'
Ted described briefly the override process and plans to introduce PAYT if override does not
pass - The Board of Selectmen approve the PAYT plan.
® If the override does not pass, there will be no further bulk collections - sticker collection for
large items will remain.
• PAYT would be implemented by July 1
• Ted has contacted Merrimac, which has recently introduced PAYT, to determine their
experience ( Merrimac, Boxford, Gloucester, and Topsfield are communities in the 27
community MRIP Northeast District 2, that have PAYT at present)
-Merrimac has no provision for low income residents
• Ted stated that there is nothing needed from the committee at present. His office will
establish the sticker price if PAYT is instigated.
After the election, the SWAC may need to provide input for an educational flyer
4. Reading's Hidden Treasure
Subcommittee met and progress is OK
Material now available will be entered
Wait until after outcome of PAYT is known before publishing
5. Ted's Report
Mostly covered under PAYT
• Few fluorescent bulbs collected - More publication needed
b. Other Business
• Jennifer will contact Debbie McCulley on publicity for used fluorescent bulb collection
• Also, Unitarian Universalist church will be contacted for fluorescent bulb collection publicity
Committee voted 5:0:0 to support revolving fund for compost bins (article in town warrant)
• Events - HHW meeting in Lynnfield 9:30 - 12:00 Feburary 23
Buy Recycled Workshop in Marblehead 9:30 - 12:00 March 28
• Ted will call Sharon expressing our interest in a CRT meeting in March
• Sharon Bryne Kishida will be invited to present the informative portion of our meeting
March 8. KTT was suggested for the following meeting
