Solid Waste Advisory Committee CLERK
MASS.
Meeting Minutes - September 12, 2001 A U: 30
Members Present: Keith Becker, Bob Brown, Joan Hoyt, Mary Ellen Becker
Staff Liaison: Ted McIntire
Meeting called to order at 7:50 P.M. Minutes of the previous meeting were read
and approved.
2. The Board of Selectmen meeting was discussed. The board had decided not to
move forward with PAYT. The current situation in Reading in terms of cost is the
main reason. In several years from now the current contract will be renegotiated
and at that time PAYT will be more acceptable. Bob Brown feels a lack of
understanding of PAYT exists in Reading and one thing we should be working on
is public education. Ted will be speaking with Lexington to see how the new
program there is going. The committee will look into phasing in PAYT and
alternatives to PAYT. Mary Ellen will contact Stoneham and Wakefield to get
information about their enforcement person. The committee would like to look at
cardboard recycling and improving participation. The acknowledged difficulty is
packing.
3. There is a tour tomorrow at the transfer station in Topsfield. Bob will be attending
and was asked to take pictures.
4. Ted's Report - There will be a Hazardous Waste Pick-up in Stoneham on Nov. 10,
2001. The compost site had 19,000 visits this year as opposed to 21,700 last year,
The difference is assumed to all the brush pick-up by D.P.W. after the March
storms. Four different grant applications have been submitted - curbside recycling
bins, consumer education flyer, C.R.T. recycling, and consulting fees.
5. There is a workshop scheduled for Nov. 7 run by the Commonwealth of
Massachusetts.
b. Nov. 15 is Mass. Recycles Day. A subcommittee was formed to meet and discuss
proposing a supplement for the Advocate containing recycling information
7. The meeting adjourned at 9:15 P.M.
