1. Attendance - Members: Bob Brown, Gregory Russo, David Williams, Mary Ellen
Becker (recorder) - Staff Liaison: Ted McIntire.
2. Minutes for August were corrected and approved
3. Ted's report
a. The Selectmen approved an increase in hours for the compost facility as
follows- Current hours stay the same with the addition of eve Sat. from
8 a.m. to 5 p.m. and every Mon. from 8 a.m. to noon. In October all of this will continue
with Monday's increasing to 8 a.m. to 2:30 p.m. and the addition of Fri. from 8 a.m. to
2:30 p.m. In November all this will all continue with the addition of Sundays from noon
to 5 p.m,
b. Ted spoke to Waste Management about the possibility of one-day-a-week
townwide pickup. Our current contract with Waste Management will expire in FY'05. If
several towns wanted to change to one-day pickup then Waste Management could
consider accommodating the group- But Waste Management sees a problem with
bidding on a town contract that wants one-day pickup. In a sense, BFI has a lock on the
current contracts with these towns because Waste Management would not be able to bid
when the contract comes up for one-day-pickup to a single town. Ted's recommend that
the committee monitor the results of the method in the towns currently using one-day-a-

c. The Textile Collection scheduled for 9/26 was in question at the time of
this meeting because the contractor had pulled out. A new contractor was being sought,
and hope was that the collection could still be held-
4. Bob Brown attended the most recent Coventa meeting. See agenda for
comments.
5. The meeting night was discussed. A decision was reached. The fourth
Wednesday of the month was settled on. The next meeting is October 22, 2003-
6. The quorum requirement was discussed. The committee has a possible seven-
member total. The quorum requirement means that four members must be present to
hold a meeting. Bob will send a letter to the selectmen for relief from the requirement.
The request will be for half the appointed members to be present to hold a meeting.

8. Greg proposes a new idea to be run by our committee and the Recreation
Committee to generate some interest in recycling and increasing town wide participation.
He will write up ideas and bring them to the next meeting. Once he has some feedback
from the committee he will approach the Recreation Committee.
