Town of Reading Rules Committee
Minutes Number 1, May 1, 1989
The Rules Committee met at the RMHS at 7:00 P.M. The following members
were present:

The meeting was called to order by the chariman pro tem, H. Higgott, who
then opened nominations for chairman. H. Higgott was nominated and sub-
sequently elected unanimously. Nominations were then opened for clerk.
G. Theophanis was nominated and subsequently elected unanimously.
The committee then turned to a discussion of its role in town
government. A decision was made to give written suggestions for action items
to the chairman or clerk for formulation of an agenda.
The chairman will make a report of progress to a later session of the
ongoing annual or special Town Meeting and will request suggestions from Town
Meeting members as to Rules Committee future actions.
It was agreed that the next meeting would be called for May 30 at
7:30 P.M.
The meeting was adjourned at 7:30 P.M.

Monday, May 1, 1989
Attached is a current list of the newly elected Precinct Chair-
men, together with a copy of Town Meeting minutes of November 13
1986 establishing this Committee and a copy of Section 2-12 of
the Town of Reading Charter.
The first organizational meeting will be called Monday, May 1st
at 7:00 P.M., Reading Memorial High School, prior to Town Meet-
ing. We will elect a Chairman at that time.

the sessions of the town meeting.
Finance Committee - There shall be a finance committee
consisting of nine (9) voters of the town, appointed for
three year staggered terms so arranged that three (3) terms
expire each year. No member of the finance committee shall
be an elected or appointed town officer or an employee of
the town. A member of the finance committee may be an
elected town meeting member, but shall serve on no other
standing committee.
The finance committee shall be appointed by a committee
consisting of the moderator--w-ho shall have one vote, the
chairman of board of selectmen who shall have one vote, and
the chairman of the finance committee who shall have one
vote, chaired by the moderator. The terms of finance
committee members shall expire on the first day of July. No
finance committee member shall serve for more than three (3)
consecutive terms. Any vacancy on the committee shall be
filled by the appointment committee.
The finance committee shall have all the powers and
duties granted to finance committees under the laws of the
Commonwealth, town bylaws, town meeting vote, and other
applicable laws. In addition to these powers the finance
committee shall have the power to investigate the books,
accounts, records and management of any office, board or
committee in town, and may use agents in carrying out such
investigations. The finance committee shall report its
findings approval or disapproval on all articles which
involve the expenditure of funds in the warrant in writing
at least seven (7) days before town meeting. Such a report
shall not preclude further action or reconsideration by the
finance committee.
Committee on Bylaws - There shall be a bylaw committee
consisting of five (5) voters of the town, appointed for
three (3) year staggered terms by the moderator. The bylaw
committee shall propose and consider changes in the bylaws
and shall report its finding on all such articles in the
warrant in writing at least seven (7) days before town
meeting. Such a report shall not preclude further action or
reconsideration by the bylaw committee.
