Meeting minutes 20to jug. -1 A 4b Wednesday August 16, 2006 Location - Town Hall lower conference room 7:30 PM - Meeting called to order Attendees - Edward Smethurst - committee member - Daniel Blodgett - committee member - Nancy Smethurst Meeting agenda presented by Mr. Smethurst, only returning member 1. Review/Approve Minutes of July 17, 2006 2. Discussion/Action Items a. Review previous work by Dan Blodgett b. Go through single-drawer file to look for other items not belonging to the Land Bank Committee c. Confirm items to be returned to Ben Nichols d. Oakland Road Property e. DIS coordination f. Bear Hill Water tower easement 3. Date for Next Meeting Item 1- Review/Approve Minutes of July 17, 2006 No amendments presented. Minutes to July 17, 2006 meeting unanimously accepted. Item 2a - Review previous work by Dan Blodgett On August 4, 2006 Dan Blodgett came to Town Hall and worked on organizing the files brought from the home of Ben Nichols. At this time Dan showed Ted the status of those files and how they were organized. Item 2b - Go through single-drawer file to look for other items not belonging to the Land Bank Committee Some of the files sorted August 4 fit the category of probably Land Bank Committee, but unsure. At this time Ted and Dan went through these files. A small number were determined to be not Land Bank Committee and were moved to the group to be returned to Ben Nichols. Item 2c - Confirm items to be returned to Ben Nichols Some of the files sorted August 4 fit the category of probably property of Ben Nichols and his other associated committees, but unsure. At this time Ted and Dan went through these files. Some were determined to be Land Bank Committee and were moved to the Land Bank Committee files. The remainders were confirmed as Ben Nichols. Dan Blodgett has taken possession of these files and will return them to Ben in the next week. Item 2d - Oakland Road Property The Committee has been asked by the Town Manager to confirm the ownership of several plots along Oakland Road opposite Reading Memorial High School. Files relating to properties on Oakland Road were separated on August 4 when sorting took place. At this time Ted and Dan went through these files. Documents from 1999 and 2000 referring to the status of Town held property at the time listed the following information: Plots 41, 47-54, 89, 103-110, 122-123, 126-139 - All lots transferred to School Dept except 48-51, 89 Plots 52, 58, 59 - All lots transferred to School Dept except 52 A copy of the plot map for the area was also found. From the map it has been discerned that the plots in question are: 25, 32, 34, 48-55, as well as paper street Tower Rd., Cold Spring Rd., and portions of Grandview Rd. Additionally, the following plots may need to be looked at for ownership: 15-24, 26-31, 56-64. At this time the committee agreed that a site visit was necessary to determine the current status of the property. Ted and Dan will coordinate schedules and visit in the next couple of weeks. Item 2e - GIS coordination Ted spoke to Kim Honetschlager (sp?) on August 15. She told him that a large amount of the work of entering data into the system way have been completed through other Town projects. She can give us a copy of the database so we can what additional work should be done. At this time the Committee needs to speak with the Town Manager or Assistant Town Manager to procure use of a computer, preferably a laptop to review the information. Once it is determined the data needed the process of organizing the files can proceed. Item 2f - Bear Hill Water tower easement The Town Manager requested information about an easement at the water tower on Bear Hill. All files relating to the Bear Hill property were pulled and check for easement references. Ted will meet with the Town Manager and present findings, hopefully on August 18. Item 3 - Date for Next Meeting Date to be determined later, after the site visit to Oakland Road and meeting with Town Manager and possibly the Town Clerk.
