Chairman Herlihy stated that he would like to promote green power programs at RMLD.
Chairman Herlihy then asked Quincy Vale to provide a brief description of the presentation that
he would be giving at the Board meeting.
Mr. Vale discussed PhotoVoltaic Systems that the RMLD could fund to collect money to install
units in schools. Mr. Vale stated that RMLD could hire the resources to perform such work.
Commissioner Kearns asked Human Resources Manager Beth Antonio how the engineers and
employees would feel about these new jobs?
Ms. Antonio replied that it probably would involve hiring employees to handle the workload and
RMLD would have to negotiate these new duties with their unions.
Mr. Vale stated that RMLD employees could do the installation since RMLD employs engineers
and parts can be stocked here.
Discussion next centered on green power programs like National Grid's. Mr. Vale talked about
the three types of programs that are available. One was a mandatory program; another one was a
statewide renewal program, which is currently at 21/2% of their portfolio. The third program is a
voluntary contribution program to finance capital assets like a generating system on a public
building. Teachers could use it for science classes. Chairman Herlihy stated he was interested in
the voluntary program. Mr. Vale agreed.
Mr. Vale stated that the output of Photovoltaic correlates with peak demand output, which
reduces peak demand charges making more reliable grids. He estimated that the cost is
$8,500/kw hour and payback is 40-50 years.
The CCCP members expressed their appreciation to Chairman Herlihy for RMLD's interest in
green power and were looking forward to the meeting.
