Commissioner Hahn called the meeting to order at 8:05 a.m.
There were seven agenda items discussed with an update from the Energy Services Division on
REC market and pricing, how they have been procuring REC's to fund the green choice program,
and the information provided was very good. There was discussion on purchasing real output
from a real renewable project, as opposed to buying REC's. Energy Services is awaiting
information on one project and Energy Services is in the process of getting bids, however it was
interesting how one developer approached the renewable project. ESD indicated that the DSM
proposal went out on April 13, 2007 and that bids were due on May 2, 2007.
Mr. Hahn said that they discussed to have specific goals for RMLD renewable energy, a
renewable portfolio standard. It is difficult to have this standard until the Department knows
what projects are available. The Department cannot have this type of standard strictly with
REC's you need to be looking at the output of truly renewable energy projects. Once the next
phase of the procurement process has passed, then they will be in a better position to set goals.
There was discussion about the RMLD having its own project, but there is limited space and
resources. The Department is not located geographically in an area where it is favorable to wind
neither development nor space for wood burning projects.
Ms. O'Neill had presented two specific projects, the City of Cambridge and Governor Patrick's
initiative for the state. If the Subcommittee cannot set goals they would like to have a mission
statement for the Department relative to renewable energy and the environment. Mr. Hahn
hopes by the next meting to have some idea of what a mission statement for the Department
relative to renewable energy and the environment. Ms. Parenteau was going to have Mr.
Cameron check with Northeast Public Power Association as well as other municipals to see if
they may have mission statements or goals.
