Commissioner Hahn called the meeting to order at 8:32 a.m.
The Committee discussed setting appropriate near term, mid-term, and longer-term goals, as a
policy matter, for the RMLD to achieve in terms of green power, conservation/ load reductions
and peak shaving, and emission reduction targets.
Mr. Vale, as a policy matter would like the department to set goals. Mr. Vale described what is
required from the Investor Owned Utilities (IOUs) in relationship with Regional Portfolio
Standards (RPS) as well as Energy Conservation Programs. Some discussion ensued regarding
the recent Green Communities Act and the ability of municipals to access funds from the
Massachusetts Technology Collaborative.
Ms. O'Neill suggested that the department set initial targets in line with the Strategic Plan.
Mr. Hahn is not in favor of just setting a target. Mr. Hahn requested that staff get information on
what is going on in Massachusetts for background information.
The Committee directed the staff to provide a summary of DSM collection by other utilities and
DPU reporting on where the dollars are spent.
In addition, provide summary of RPS by IOUs to determine the magnitude of dollars as well as
the sources of programs. The staff was also requested to obtain information relating to emissions.
Move to Executive Session
At 8:55 a.m. Mr. Hahn made a motion seconded by Ms. O'Neill that the Committee go into
Executive Session to discuss power supply issues based on Chapter 164 Section 47D exemption
from public records and open meeting and return to Regular Session.
Motion carried by a polling of the Board 2:0:0.
Ms. O'Neill, Aye; Mr. Hahn, Aye.
At 9:31 a. m. the Committee returned to Regular Session.
Motion to Adjourn
At 9:32 a. m. Mr. Hahn made a motion seconded by Ms. O'Neill to adjourn the Regular Session.
