HomeMy WebLinkAbout2005-07-12 RMLD Power Contracts Rate Setting and Customer Choice Subcommittee MinutesReading Municipal Light Department (RMLD) Board of Commissioners Power Contracts, Rate Setting and Customer Choice Subcommittee Meeting Date July 12, 2005 Time: 3:00 p.m. i - : 15 Place: General Manager's Conference Room Attendees: Messrs. Soli and Hahn Mr. Cameron and Ms. Parenteau Chairman Soli at 3:00 p.m. called the meeting to order Mr. Hahn asked Mr. Cameron to explain what had transpired during the last Cost of Service study. Mr. Cameron explained the process that the RMLD used during the 2003 Cost of Service Study. He explained that the RMLD had used Vermont Energy Ventures (VEV), a subsidiary of Vermont Electric Public Power Supply Agency. He also said that VEV performed what he thought was a very thorough study. Mr. Soli said that he thought that the VEV study had some holes in it. Specifically, he said that the School Rate proposed by the RMLD could not be fully substantiated because the RMLD did not have real data for the demand allocator used to calculate the demand portion of the rate. Mr. Cameron explained RMLD was planning on installing data recording meters at all schools in the service territory this summer. In doing so, by next year at this time the RMLD will have - twelve months of data. Discussion turned to the need and timing for a Cost of Service Study (COSS). Mr. Soli recommended the need for a new COSS, which should be performed in house. Mr. Cameron said that the RMLD will look into the suggestion of performing the COSS. Mr. Soli said that the staff should work with consensus on the methodology the RMLD will assumptions to be used in the study. the Power and Rate Subcommittee to get a utilize to develop a COSS and agree on those Mr. Cameron agreed that this would be done. Meeting adjourned at 4:00 p.m.
