Attendees: Dick Hahn, Bob Soli, Vinnie Cameron, Bob Fournier, Bill Seldon,
Mark Uvanni, Laurie Cavagnaro
Meeting started at 2:03 p.m.
Commissioner Hahn opened the meeting by stating that the main issue to be
taken up was the proposed change to the PASNY Credit. The change was
outlined in a memo to the Subcommittee.
Commissioner Soli then asked for an explanation of the PASNY credit so he
could understand the calculation and how we arrived at this point.
Mr. Cameron gave an explanation of the PASNY credit and how the calculation
is performed monthly. He went on to explain that the market prices have
increased so much that, as the hypothetical unit used in the PASNY calculation,
the PASNY credit is higher than the billing for two to three hundred customers.
Commissioner Hahn asked where the expense is booked and it was pointed out
that the credit is booked as a line item in the power supply expense.
Commissioner Soli asked if the credit should be given back on a billing basis
similar to how the recent refunds to the customers have been calculated.
Mr. Cameron stated that he did not think that would be equitable because of the
differences between the Residential A Rate and the Residential Time of Use Rate.
Commissioner Hahn asked if there were any alternatives to going to a per kWh
calculation.
Mr. Soli asked if a hybrid calculation could be done that included a ramping of
the per customer charge turning into a per kWh charge.
Mr. Cameron asked staff if that could be done and they replied it did not seem to
present a problem. ,
