Hahn, Soli, and Ms. O'Neill RMLD Staff: Messrs. Cameron and Seldon, Ms. Parenteau Chairman Hahn called the meeting to order at 9:10 a.m. Mr. Hahn asked Mr. Cameron to explain the Energy Efficient Light Bulb Leasing Program to the Sub Committee. Mr. Cameron said that the program started in 1991 when the energy efficient bulbs were a new technology and were more expensive. The program was an option in the Residential and Residential Time of Use rates where a customer could lease an energy efficient light bulb and, in the event of the bulb failure or damage, the bulb would be replaced at no charge. Mr. Cameron referenced the memo he developed that shows the interest in the program peaked in the mid 1990's and has waned thereafter. Mr. Cameron went on to say that this issue is being brought to the RMLD Power and Rate Sub Committee because it is part of the Residential and Residential Time of Use rates. Mr. Cameron then said that the Citizens' Advisory Board (CAB) voted to discontinue this rate at their meeting on May 10, 2007. Mr. Cameron had passed out a copy of the CAB motion. Due to the present variety of compact fluorescent light bulbs and the lower cost of the bulbs, it does not make any sense to keep the program going. Mr. Cameron recommends contacting the customers presently being charged for energy efficient light bulbs and telling them that they will no longer be charged for the bulbs and that they can keep the bulb(s) they have. Mr. Hahn asked how much the lease program is charging and Mr. Cameron answered $35 per month. Discussion ensued on the structure of the program. Mr. Soli made a motion to recommend to the RMLD Board of Commissioners the elimination of the Energy efficient Light Bulb Leasing Program. Motion carried 2:0:0 Mr. Hahn then asked if the RMLD had any other programs similar to the Energy Efficient Light Bulb Program. Mr. Cameron replied that the RMLD has a water heater rate option for residential customers. Discussion ensued. Motion to Adjourn At 9:28 a.m. Mr. Soli made a motion seconded by Mr. Hahn to adjourn the Regular Session. Motion carried by show of hands 2:0:0.
