Citizens' Advisory Board Member: Mr. Vale
RMLD Staff: Mr. Cameron and Ms. Parenteau
Mr. Hahn called the meeting to order at 7:05 p.m.
Mr. Hahn stated that the purpose of the meeting was to address Mr. Soli's memos dated March 26, 2009
and April 19, 2009, which dispute the RMLD's calculation of the PASNY credit. Mr. Hahn went onto state
that Mr. Cameron had sent a memo to the Board on April 8, 2009 responding to Mr. Soli's memo of March
26, 2009.
Mr. Hahn asked the General Manager and Ms. Parenteau if Mr. Soli had raised any new issues in his
most recent memo sent on April 21, 2009. Mr. Cameron and Ms. Parenteau replied "no"; that the Mr. Soli
continues to focus on the PASNY energy charge and ignores the capacity and transmission costs in his
calculations.
Ms. Parenteau went on to explain how the RMLD calculates its PASNY credit. Mr. Cameron added that
the RMLD's PASNY Credit calculation methodology has been consistent for over twenty years.
Discussion ensued.
Mr. Hahn made a motion seconded by Ms. O'Neill that the Power Contracts, Rate Setting, and Green
Power Committee recommend to the RMLD Board that, based on Mr. Cameron's April 8, 2009 memo
responding to Mr. Soli's March 26, 2009 memo, the subject of which was "Amplification of my Comments
Regarding the Fuel Charge Made at 25 March 2009 RMLB Meeting" and after review and discussion of
Mr. Soli's April 19, 2009 memo, the subject of which was "RMLD Fuel Charge Billing Does Not Comply
