HomeMy WebLinkAbout2009-09-15 RMLD Power Contracts Rate Setting Green Power Committee MinutesReading Municipal Light Board of Commissioners Power Contracts, Rate Setting, Green Power Committee Meeting Regular Session September 15, 2009 d O I''' A Start Time: 7:32 p.m. A 9 -x = End Time: 9:43 a.m. 90, P 1- 02 Attendees: Commissioners: Mr. Hahn, Ms. O'Neill, Mr. Soli CAB Member: Mr. Vale RMLD Staff: Mr. Cameron, Ms. Parenteau, and Mr. Seldon Commissioner Hahn called the meeting to order at 7:32 p.m. Ms. O'Neill asked Mr. Cameron why the RMLD's latest rate comparison showed NSTAR and National Grid were getting closer to the rate level of the RMLD. Discussion followed. Ms. Parenteau explained that part of the answer was that the Investor Owned Utilities (IOUs) are told by the Department of Public Utilities when they should go out for power supply bidding. Given the fact that the fossil fuel prices are lower, the IOU rates should be decreasing over the next year. Mr. Soli then brought up his issue that the Graph on page 8 of the RMLD's Financial Report is misleading and wrong. Mr. Soli's contention is that the system energy losses do not get accounted for on the graph of the unit revenues. Mr. Cameron said that the RMLD does account for losses in the calculation of the fuel charge. Discussion followed. Mr. Cameron said that he and Ms. Parenteau would talk with Mr. Fournier and see what can be done in the report to satisfy Mr. Solis issue. Mr. Soli would also like to see the benefit of the RMLD acquiring the Braintree Electric Light Department's Watson Unit. Discussion followed Ms. Parenteau said that she would put together a report on the Watson Unit. At 8:14 p.m. Ms. O'Neill made a motion seconded by Mr. Hahn that the Committee go into Executive Session to discuss power supply issues based on Chapter 164 Section 47D exemption from public records and open meeting and return to Regular Session. Motion carried by a polling of the Board 2:0:1. Ms. O'Neill, Aye; Mr. Hahn, Aye, Mr Soli, abstained. At 9:43 p.m. the Committee returned to Regular Session Motion to Adjourn At 9:43 p.m. Mr. Hahn made a motion seconded by Ms. O'Neill to adjourn the Regular Session. Motion carried 3:0:0.
