The Policy Subcommittee along with the General Manager and Human Resources Manager welt proft'gh
each policy one by one. Many of the policies needed updating with respect to positions (Mat have
changed over the past three years. There are numerous outdated positions listed. Examples of such are
Policy Number 1, Public Relations, Policy Number 3, Safety Committee and Policy Number 6, Drug Free
Workplace.
The Committee discussed Policy Number 7, Implementation of Sick Leave. Mr. Herlihy expressed his
desire to have this policy collectively bargained. Ms. Antonio stated that this policy could not be
collectively bargained at this point.
It was pointed out that Policy Number 10; RMLD Credit Cards no longer exists. Mr. Soli expressed this
policy should not be readdressed or resurrected again.
Mr. Herlihy made a motion seconded by Mr. Soli to abolish RMLD Policy Number 18, Facsimile
Signatures, since this policy is not used and there is no need for this be reinstated.
Motion carried 2:0:0.
The Subcommittee would like the staff to determine whether Policy Number 11, Summer Employees
should be updated or rescinded.
Policy Number 12, Board Documents Dissemination should include the Citizens' Advisory Board.
Policy Number 13, Use of RMLD Conference Rooms should be redone.
Policy Number 14, Unique Employee Situations should be redone.
Policy Number 20, Family and Medical Leave Act of 1993, the Subcommittee deferred the update of this
policy to the Human Resources Manager. The Subcommittee to the Human Resources Manager also
deferred policy 23, Dress Standards.
Discussion then turned to Policy Number 2, Surplus Material. Mr. Herlihy's concern was that Reading
did not get the first choice. Mr. Soli addressed the issue of the other three Towns' and the dispersion of
surplus to them.
It was decided the Department would prepare the necessary updates and get back to the Subcommittee
as soon as these were completed.
