Meeting convened at 6:12 p.m. Mr. Soli brought the meeting to order.
First discussion was on the proposed change to Policy #12 Board Dissemination.
Mr. Cameron - A paragraph was added to the policy, which addresses executive session minutes. This
forces us to do something in a timely basis. Discussion concerning scanning all the minutes into the
computer system because prior to the current Executive Assistant's time there was no central location on
the computer maintained. He explained that we put all our minutes on our web page. We post with all
four towns. Agendas go out to CAB, liaisons, and all four towns.
Mr. Soli stated that paper is fine.
Mr. Herlihy stated that we give the agenda out.
Mr. Cameron stated we need to be consistent and it will be handled. It's not a problem.
Mr. Herlihy stated that the law states that when an issue is closed the minutes have to be released.
Mr. Soli proposed corrected language that puts time limits on when the minutes will be released.
Discussion concerned adding words that says these minutes will be released within 7 days. Other
language suggested was that under IIIE "The reviewed minutes for release shall be brought to the RMLB
by January 31 of the following year."
Add language to first line "The approved Executive session minutes within 30 days the Secretary of the
RMLB will take... Mr. Herlihy made a motion seconded Mr. Soli.
Mr. Soli asked if the word Public in Policy 1 would be in red to show the change.
Mrs. Antonio replied that it was already changed.
Mr. Soli on page 2 C-3 has a problem with the money ($100/donation $2000/year total). Page 3 D4-
change wording if any, which.
Discussions were held on the volunteerism of the RMLD for certain projects that are asked for by the
towns and groups.
Mr. Ensminger joined the group and discussion went back to the Board policy on Minutes. He stated
Periodic review by the board in executive session to authorize release. The law says when purpose for
secrecy has passed minutes must be released.
