Place: Cafeteria Attendees: Messrs. Soli and Ensminger Messrs. Cameron and Fournier, Ms. Antonio Mr. Ensminger opened the meeting and stated that the purpose of the meeting was thce 'appw s aof the job description for Accounting Manager/ Business Manager. This is necessary for thelWLD to comply with the amended Town Charter. Clerical/ typographical corrections were suggested for the job description. The question was asked how it affects Board Policy #19? Policy #19 will have to amend in order to incorporate the changes in the Town Charter. Mr. Fournier asked of Messrs. Soli and Ensminger what they have for expectations of him as far as the Accounting Manager? Mr. Fournier asked them what do they want him to do specifically? Mr. Ensminger asked Mr. Soli if he thought that they would need to see more than monthly reports? Mr. Soli replied no. Mr. Ensminger said that he would expect Mr. Fournier to use his judgment and if there were something blatant it would need to be brought to the Board's attention. Mr. Ensminger questioned whether the appointments should be calendar or fiscally? Ms. Antonio replied that our management is reviewed on a calendar basis. Mr. Ensminger stated that calendar basis is fine. Motion Move to recommend to the RMLD Board the position description of Accounting Manager/ Business Manager discussed November 30, 2004, as amended, to the Board for its approval. Mr. Soli seconded motion. Vote 2:0 Motion Move to recommend to the RMLD Board, Bob Fournier, for the position of Accounting Manager for the term January 1, 2005 to December 31, 2005. Mr. Soli seconded motion. Vote 2:0. Mr. Cameron stated that for the record Policy 19 diametrically opposes itself. It says the General Manager has total charge of operations of the RMLD under Chapter 164, ยง 56. The Town Charter says the RMLD Board hires the Accounting Manager. There is still a question of legality. There are questions on whether this type of set up is legal. In addition, Mr. Fournier could be putting himself in a difficult situation. Mr. Fournier and Mr. Cameron had issues over the past couple of years and have brought these to the RMLD Board for approval. Things have worked fine but Mr. Cameron believes Mr. Fournier's role is difficult. Mr. Ensminger stated that he is comfortable with it. Mr. Soli stated that his feeling is that even before tonight the RMLD was pretty good. Mr. Soli is appalled at what Mr. Fournier had gone through. We have our meetings and meet quarterly with the town. Mr. Ensminger said that he wanted to take the opportunity to say that things are well under control and he says this after two years of observation. Had he known back then what he has seen over the last two years he may have felt different. In hindsight, he would say that things were good here. Meeting adjourned at 7:25 p.m.
