A 11-- 43 Present: James Bonazoli, Patty Chinetti, Carol Patterson, Lyn Whyte, Dawn Folopoulos (Staff), George Lonergan (Observer), Marcia Dresser (Observer), Paula Koppel (Observer). Meeting was called to order at 5:09pm by Carol. Motion by Lyn to accept the minutes of October 3, 2006 2"a by Marcia. Paula provided a summary of the meeting she and Dawn had with Maureen Cornier, Clinical Director at Hallmark Health (E" and overseer of the Reading Response program. o Paula felt that Maureen understood the NA model and compared it to case management which fits within HH's model. o Maureen stated that HH has the staff to carry out the NA responsibilities but not the resources. We asked her to reconsider. Maureen said she would call Andover and Winchester to ask about their NA positions. o Maureen also said that HH Executive Director, Diane Farraher-Smith thought the NA tasks fit under Reading Response. Maureen doesn't think so but will think more about how it could fit. o Next steps were left at Maureen considering operational issues and exploring funding options. Lyn described a "middle ground" solution of establishing the NA position at a level lower than our expectations in order to get it started. James reminded us that Spring Town Meeting votes on the FY2008 budget. Comparative Analysis Discussion The group discussed the differences between 3 options, Town Employee; Contractual (Partnership); 501C3 on the following issues. o Control -over the position and model o Advocacy - ability to be a true advocate without other influences o Liability - for the Town o Costs - for the Town (Dawn will investigate the cost to the Town for an additional cell phone.) o Sustainable funding 5010 Challenges -seek board members -seek funding - Looking back on Community Parish Nursing, it was very difficult to getting grants for this position. We need to find out more about this option To protect funding we will need to be able to quantify success. -How do other organizations quantify human experience? -We can measure the number of seniors served - To gain State funding, we need to be able to demonstrate sustainable funding on our own. State Funding To approach the State after one-year in order to increase the position from part- time to full-time. Careful data collection may help the State feel more secure about our level of accountability. The State may be more willing to fund a contractual model because we have the commitment of both the Town and the healthcare agency. Carol proposed that we use the next meeting to lay out two plans - Contractually staffed and Town staffed to look at which option is the most probably source for sustainable funding. How likely are we to obtain funding from State, Town, Hospital Trust Fund sources with each staffing options. Lynn will contact Brad Jones to ask if we would have a better chance obtaining funding if the NA position were contractually staffed or Town staffed. James explained that we will need to present both tracks to the Board of Selectmen. Meeting adjourned at 6:50pm. 2
