March 26, 2003 Meeting Minutes
Chris Reilly (CR) began the meeting and went over some of the handouts, including the
Minutes from the prior meeting on March 18.
Cominittee members who were not present at the prior meeting were introduced.
CR introduced Heidi Samokar (HS) from MAPC, who went over the status and role MAPC
as Consultant to Reading's Master Plan process.
HS indicated that the Consultant Scope of Services still needed to get approved by the
State's Interagency Group. Approval has been held up by the volume of Scopes the State is
reviewing but Reading's Scope is expected to be accepted.
HS went over the agenda for the Visioning Session on April 9.
MAPC will produce a 1 or 2 page Vision Statement out of the Visioning Session that will be
used to guide future forums on Open Space/Natural Resources, Housing and Economic
Development.
The Transportation Element has been waived because Reading was included in a regional
transportation plan.
HS went over the required Elements as part of the Consultant's Scope
The Open Space element will be addressed first.
The purpose of the public forums will be to get public input for objectives to be identified.
Areas will be targeted in the forums for unplementation of objectives.
Housing and Economic Development forums will follow.
The MAPC-organized public forums will review products required by E0418 and
incorporate feedback into successive meetings and the formulation of goals and objectives.
At the end of the Scope around December the maps will be finalized.
Rick Schubert (RS) asked HS about her involvement with the process Reading will be
following.

HS went over her experience with the process.
There are planning experts from MAPC who will be involved.
HS went over the proposed agenda for April 9 and described the roles of everyone.
RS will do the Welcome and introduce the MPAC.
Virginia Adams will do the local presentation.
There will then be breakout groups on one element at a time and Reading's
strengths/weaknesses in these individual areas will be identified.
Opportunities for possible objectives will then be listed.
Dots will be used for voting on the most important of above.
A designated Spokesperson for each group would report on the dot vote.
The next breakout groups will be assigned all four elements.
Then there will be a general discussion for issues not identified.
Finally there would be an Open Question period-
"If you were king for a day"...
"If you could choose tomorrow' headline, such as town group meets and decides..."
Publicity is being covered.
RS will recruit someone to provide refreshments.
CR will see if cable coverage can be arranged.
HS went over some questions from the Committee.
The process can include other issues besides open space, housing and economic
development.
The Town has to pursue its own process; the Scope is just one part of the final product.
The next meeting was scheduled for April 22 and the Committee adjourned.
