1. Meeting began at 7:45 PM. Those present were E '~To1and, Paul
Kelley, Margaret Soli, Phil Maher, Sumi Sinnatamhx -Rol*d: 55
Silva - Police Chief
2. The minutes of the previous meeting Jul 11, 02 were corrected
and approved.
3. Jim Keigley was announced as the new representative from the
School Committee but was not present.
4. Margaret presented an individual's account where there was a
need for transportation. Discussion included using the "Hospital
Trust Fund", the housing authority and a van service for working
people without access to transportation. Further research was
indicated as to what may be available and what could be created.
5. Sumi declined the secretary position.
6. The recommendation written to the selectmen was reviewed and
approved. A final signed copy will be given to Carol Roberts for
distribution to and review by the selectmen.
7. Ed Toland questioned an incident involving a police detail. chief
Silva said it was already addressed by his department and action
taken.
8. The pamphlet for distribution was discussed and corrections
clarified for the next printing.
9. Conflict of interest session was announced as coming on Oct. 2,
02 and the next meeting was scheduled for Oct 10, 2002.
The meeting was adjourned at 9PM.

HRAC RECOMMENDATION
TO READING SELECTMEN SEPT. 2002
The HRAC would like to make the following recommendation
to the board of Selectmen.
The HRAC has become aware of specific information from their
dialog discussion groups which leads us to believe that it would
be helpful to offer training to facilitate better understanding by
persons working in the school system. The training given By
Frank Amoroso of the U.S. Dept. of Justice to the Reading
police has been well received and a helpful, positive experience
for that department.
This committee therefore recommends that similar training be
made available and encouraged for the Faculty of the High
School and the Middle Schools.
This training would be provided free of cost by Frank's group
with the U.S. Dept. of Justice and a no cost space could be
arranged within the town buildings.
Instead of waiting to react to a future crisis or some imagined or
projected "discrimination" within the schools it would be wise to
continue with this good program for our schools teachers now.
