MINUTES sd3 lxeiibrar , 2004 at Police Station First Floor Community Room Present: Margaret Soli, Chair, Chief R. Silva, C. McDonald, E. Toland and P. Kelley, members. The meeting was called to order by Ms. Soli, Chair, at 7:35 PM. She introduced the panel of speakers who were to present a discussion on Civil Rights, and particularly as they may be of interest to middle and high school students. The panelists were Police Chief Robert Silva, Reading School Superintendent Pat Schettini, Tina Matsuoka, representing the Office of the Attorney General, Ernie Stallworth, representing the U.S. Department of Justice, and Laura Nelson, President of the Reading High School Student Council. A representative of RCTV was present and taped the panel proceedings for subsequent educational use in the schools, as well as members of the public. Superintendent Schettini first addressed the group noting the importance of civil rights and thanking the Committee for sponsoring the program. Ms. Soli acted as moderator and addressed several questions to the panel. The initial question was what part each department played if a civil rights violation occurred in the school. The Chief described the emergency procedures to be employed, the investigation as to causes, and the potential commencement of judicial procedures if warranted and he noted that harsh penalties could be imposed. Each panelist responded appropriately. The panel answered questions concerning what high school and middle school students should know about civil right violations. Upon conclusion of the formal panel being taped questions from the floor were considered by the panel on such issues as bullying, the school programs and classes touching the issues, parental liability and enhanced penalties for civil rights violations. It was a rewarding and informative program for all presents. Reference is made to the recorded video for further detail. Upon motion made and seconded the minutes for November 6, 2003 and December 4, 2003 were approved and accepted, following which the meeting was adjourned at about 9:00 pm.
