1. Called to order at 7:35
2. Tim Biller, eagle project, wants to develop a web site for us. Has a 2 year span
to complete it.
3. Auburn st water tower is coming down Thursday. Received photos and
drawings of the tower from the DPW.
4. Zoning by law: proponents for agricultural limits. Marty Schmidt attended
meeting. State law exempts agricultural businesses from various town ordinances.
This was meant to protect owners of small farms. The warrant requires a special
permit for agricultural businesses under 5 acres to use their property in ways contrary
to town laws.
5. Review of minutes from March 30 meeting about the plans for the changes to
the Common and route 28. Plan A 4 lanes from Salem St to Haven losing 6 feet on
the east side of the Common. Plan B 3 lanes south, north of Salem Street, one lane
north; large cut on north west corner.- near the church and cemetary. A report is
submitted by Virginia on Adverse impact to the Reading Common (plan a). This is
included with the minutes. Commission members are interested in eliminating
sidewalks on east side main st between Salem and Woburn (this part will become
pavement), east side between Woburn and Harnden (grass), and west side of main
street between Woburn and Lowell streets kgrass). Clay made a motion to accept the
downtown steering committee' concept plan prepared by beta engineering with the
provisions laid out in attached documents; seconded by Roberta. Approved 5-0-0.
6. Archives: The Advocate articles were excellent.
7. Senior Center roof: Should we insist on a real slate roof? There is a question
whether the sheathing can not hold slate. Virginia suggests that the town hold onto
the $40,000 until to see if a grant for enough money from Mass. Historical to replace
the roof with slate tiles can be obtained.
8. April 19 walk on Mill St. actually on Sunday the 18th.
9. Celebration trust report: Mark is now our representative. Next mtg May 4
10. 379 Haverhill st: Subdivision may not be approved.
11. Meeting adjourned 11:00.

As I'm sure you're aware, the roof at the Senior Center needs to be replaced. The product that
was used, a "fake" slate, is a defective product. We have tried to get recourse from the
manufacturer and/or installer. The manufacturer is bankrupt and, therefore, there is no recourse.
Therefore, at the Annual Town Meeting, it is my intent to seek funds to replace this roof.
I am attaching two quotes for your information. This job has not been bid yet, but the quotes
should be valid for order of magnitude. Based on the two quotes, it appears that replacement of
the fake slate with real slate, even used real slate, is unaffordable. The cost of the project would
be approximately $98,000. The cost of using a 30 year guaranteed architectural asphalt shingle
would be S38,000. Although I would sincerely prefer the slate for a variety of reasons, including
aesthetics and historical accuracy, I can't justify the 250% cost difference.
I would appreciate any thoughts or comments that you have on this issue.
