Called to order 9:10 AM.
The purpose of this meeting was to ask questions about the
proposed demolition of the old police station at 67 Pleasant St. The
Town Manager started out the dialogue stating that if the RHC
imposed its demolition delay it would be "injurious to the town." He
reiterated that the attempt made for reuse of the building started 3
years ago when the decision was made to build a new police station.
Two interested parties came forward to consider the property, but
ultimately both attempts fell through. The Board of Selectmen
ultimately decided to demolish the building and replace it with a
parking lot for the use of Reading seniors, downtown employees,
and overnight resident parking. Danvers Savings Bank contributed
$58,000 to the parking project. $30,000 of that money went toward
asbestos removal. At present the town has received a favorable bid
for demolition that fits within the monetary constraints. It must be
signed by Dec. 21 or the bid will be lost. The town is applying for a
state grant to finish the entire project, but this does not include
demolition. It does include the purchase of a strip of land
immediately adjacent from the Reading Housing Authority, a
retaining wall, and landscaping. The grant has twice now been
rejected by the state. It will go to the next round in February of next
year. If the town does not receive the grant, the town's DPW will
grade the area and spread out gravel, the moneys coming out of
town operating funds.
Virginia brought up the fact that the building was built in 1930 in
the Georgian revival style by a local firm (Addison, Parker and
Crimp). It was the town's first building used only as a police station.
The town manager left at 10:08. The commission continued to
discuss the issue and adjourned at 10:14 to reconvene at a site visit
of the old police station. Approved 1/23/01
