1. Called to order at 7:40 PM.
2. The minutes from the January 8 and February 6 meeting were approved as
amended.
3. Old Police Station: Mr. Larkin attended the meeting to represent his plan for the
use of the OPS. He would be using both old and new parts of the building.
Reading Housing Authority: Plans prepared by Stirling/Brown Architects, Inc. of
Winchester -Two units on the ground level; two on the 1st floor. Decks on the east
and west sides. No utilities on the roof. Exterior: entrances the same; fixing up the
windows. Includes adding a 34 car parking lot. No lowered ceilings. Deed
restrictions. Air conditioning? They haven't planned for AC. The plans the
commission were shown were preliminary. RHC decided on the two entrances that
are there now. They have not decided on the contractor, but RHC would be
constrained by municipal decision making. RHA aims to have permanent affordable
housing in the OPS building. Russ Dean noted that all applicants did not meet the
RFP since all of them asked for deeded parking spaces. Even the 4 units of housing
helps the town with its housing certification. Anne Krieg encouraged the commission,
if we in fact support the RHA proposal, to write a letter to the Board of Selectmen
strongly encouraging the town to work with the RHA.
Angelo Salamone: He wanted to recreate the old windows; keep the original
entries; he would prefer using both old (2 units) and new (3 units) buildings. He did
not present any plans nor has he been inside the building. He projects the work to
take about a year. Mr. Salamone would be the general contractor.
Discussion: The commission decided that the RHA plan should get the backing
of the RHC. The town benefits by acquiring parking, affordable housing, the
preservation of an historic building, the continuation of the fabric of the neighborhood,
and the expectation of long-term use. The RHA does seem to be intent on restoring
the building appropriately. This would also allow the RHA to fix up the house at 75
Pleasant Street. Clay will draft a letter supporting the RHA proposal including
unaddressed issues and the parking issues.
4. 1375 Main Street: The developer owns the building and wants a waiver from
the demotion delay, because the comprehensive permit law (40B) which must make
the project economically feasible. The developer was told they had to go to the RHC
since the ZBA has no impact on the RHC. There are 8 units planned. There are
conservation issues. ZBA is meeting on the 15th about this project. ZBA would like
our comments.
5. Harnden House (7-9 Hamden Street) Is the whole site important or are pieces
of it more of interest to the Commission. We need a site visit. There was a waiting
room for the trolley. The dog cart (Christies Pizza) is possibly in danger. The
commission thinks that the evolution of such a building is an example of the growth of
the community. It does not include the house behind only the structures on Harnden
Street.
6. New street off Ashley Place. Virginia, via a memeo, suggested Cranberry Lane
because there were bogs in the area.
7. 1765 map is in the possession of a Mr. Perkins in Andover. They are
considering donating the map to the commission.
8. 191 Woburn Street new owners are asking for help working on their newly
acquired property.
9. Tim Biller emailed Louise that he could no longer continue with the wib site
project.

Minutes
March 8, 2001
The meeting was called to order at 6:04 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts Chairman James J. Nugent, Nancy Carlson,
Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator
were present.
The minutes of the February 8, 2001 were read. Colleen Seferian made a motion to
accept the minutes as read. The motion was seconded by Nancy Carlson and approved -
vote: 3:0:0.
Next order of business:
• Review of operating guidelines. Continued adjustments made. Tabled until April
meeting for continued review.
• 6:15 p.m. Public Hearing on Body Art regulations was called to order
6:25 public hearing - motion to close public hearing made by Nancy Carlson
seconded by Colleen Seferian vote 3:0:0
• Discussion regarding Body Art regulations began within the Board of Health. Section
23 Body Piercing regulations set on reserve 3:0:0 and replaced by Body Art
Regulations Section 23 motion made by Nancy Carlson and seconded by Colleen
Seferian passed 3:0:0. Effective immediately.
• Administrative update :
• Sealer of Weights and measures continues to recuperate from his fall. Substitute
sealer Robert Rose is managing Reading's vital issues.
• Public Health Nurse has a student intern Heidi Pfeiffer, RN from Emmanuel
College working on her Community Health Practicum for one semester.
• Plan review Discussion regarding opening with Finagle -a Bagel, Pucci Market,
Landfill closure discussion regarding closure timetable and method. Need engineering
firm at Board meeting in April. Next issue is Texaco Station at Walkers Brook Drive
- previous oil /gasoline spills, design of building and use of convivent store and
placement of Dumpster.
• Meningitis Prevention clinic for high school seniors planned for May 8, 2001. The
High school administration has been very supportive. They have copied and
stuffed the 235 envelopes and labeled them. They are ready to be mailed from the
Health Division in April.
• Update to the board on multiple housing issues.
• Motion made to adjouni meeting at 8pm by Colleen Seferian and seconded by
Nancy Carlson vote 3:0:0.
• Next meeting scheduled for April 12, 2001.
