Call to order: 7:30 Notice is read
"This is to serve notice the Reading Historical Commission, under authority and
requirements of Section 5.13 Demolition of Structures of Potential Historical
Significance of the General By-laws for the Town of Reading, Massachusetts, shall hold
a public hearing on the demolition of the potentially significant structure, as defined in
Section 5.13.2.4 of the General By-Law, at 717 Pearl St. Under the requirements of
Section 5.13.3.3, a positive initial determination was made as to significance by the
Historic Commission on 717 Pearl Street".
Introductions of owners and commission.
Tony Pelusi, the owner of the property, spoke to the commission about the history of
his ownership and his plans for the barn on the land. The lot size seems to preclude
keeping the barn and build a house. They are considering donating the barn to the
town or selling it to someone who would move it.
Virginia noted that the inventory sheet lists the age of the barn as 1880. She feels that it
at least goes back to 1850. Mr. Pelusi showed the barn to an expert who felt the date
was more likely mid 18th century.
Due to the fact that the property is in a Aquifer protection area, Mr. Pelusi must restrict
himself to 207o of the lot size for impervious surface. This limits the amount of area he
has available for house, driveway, and walkways if he keeps the barn. The figures may
still be able to work with the barn in place.
Mark suggested that an exemption should be made for the antiquity of the barn.
Virginia commented that the commission might be of assistance in getting the applicant
through the ZBA.
Mr. Pelusi appeared to be very eager to work with us to first keep the barn where it is
now or in Reading, or, if all else felt, to disassemble it and rebuild it elsewhere.
Virginia asked the applicants if they would be interested in withdrawing their
application, but they declined
Mr. Pelusi invited the commission on a site visit of the barn.
The commission requested various plans of Mr. Pelusi's house with and without the
barn.
The commission need to know who administers the aquifer regulations.
Virginia moved to close the public hearing on 717 Pearl st at 9:19. 5-0-0
Roberta moved that the commission determine that demolition of the barn at 717 Pearl
St. would be detrimental to the historical or architectural heritage of the town. 4-0-1
The property has been voted to be preferably preserved from the date of Nov. 19,
2002. This delay will expire on May 19, 2003. Clay will send a letter to the building
inspector with copy to Tony Pelusi with the decision of the commission.
Hospice plans came in. The site plan review is Monday, Nov. 26. Plans for a meeting
on priday with town planner. Next meeting Dec. 3.
