Col. Wilbar Hoxie Clay Jones - Applicant Call to Order 7:41 PM 'FQ ` r Demolition delay hearing on 483 Franklin Street Wilbar read the notice for the hearing. Clay stated that he had recused himself as a member of the Commission for this hearing, and that he notified the Selectmen. Clay had all required materials for the hearing, and made a presentation for the Commission. Roberta asked about the slab that the porch is on. It will be removed. Roberta asked if the addition would be taller than the porch. It will be the same height or lower. Roberta asked if the new barn would not be as far back as the old one. The barn will not be as far back. The land the old barn was on is no longer part of the property. In one photo there is evidence that there may have been a porch on the rear of the house, Virginia is concerned that the elongated Beverly Jog will look odd on the house. Some Beverly Jogs are quite long. Virginia is concerned that the addition may be too large relative to the house. Clay stated that the jog is not a Beverly Jog. Roberta moved that the commission close the Demolition Delay hearing for 483 Franklin Street. Wilbar seconded the motion. Vote - 4-0-0. Roberta would like the conditions that are in the work agreement for 456 Haverhill Street, also be in the work agreement for 483 Franklin Street. Wilbar is concerned about the removal of the chimney in the 1946 portion of the house. Virginia replied that the chimney does not connect to the original part of the house. Roberta moved that the proposed demolition of the porch at 483 Franklin Street, Reading, MA would not be detrimental to the historical or architectural heritage and resources of the Town, and that demolition be allowed (per General Bylaw section 5.13.3.5). Mark seconded the motion. Vote - 4-0-0. The Commission will send the outcome of the vote to the Building Inspector along with the signed work agreement. RHC Minutes 07012003.doc Page 1 of 3 Clay resumes the role of the chairman. Train Depot Clay spoke about the CPDC meeting of June 30, 2003 regarding the Depot at 32 Lincoln Street. When the owner decides to change the kitchen into a public area, he shall get approval of the Historical Commission. The actual deed restrictions will need to be reviewed and enforced. The Historical Commission must approve the final design. Clay will work with the Selectmen. Treasurer's Report - Attached $1.70 was returned to the Town from the annual budget. The budget will be $974 for next year. It is estimated that 113 of the budget will be spent on each of the following: 1) Demolition Delay 2) Supplies 3) Books and Memberships The trust grew from the original $20,000 to $20,500. The money could be used for a new computer. Virginia does not want to spend it on a computer. Clay suggested we save it for something that doesn't fall under the guidelines of the Historic Trust. For the September meeting of the Historical Commission: 1) A list of computer equipment that could be purchased, which includes laptops Ix" and peripherals. 2) The trust guidelines. Inventory printouts Distribution of the 20 copies? 8 - 1 for each member of the Commission 2 - Library 1 -Town Planner 4 - Archives 1 - Reading Antiquarian Society 1 - Commonwealth of Massachusetts 1 - Massachusetts Historic Commission 1 - High-.School Total = 19 The distribution should be done through a public presentation. Need to make a press release Miscellaneous Clay received a call from the office of the Secretary of the Commonwealth regarding the minutes not up to date. New owner was along for the tour. David Bitterman was puzzled by one end of the house being stud framed. Possibility of a half house? The outcome; Have 5 leading experts look at and compare this house, the Parker Tavern, the Foster-Emerson House, and 483 Franklin Street. Roberta expects renovations and suggests the insulation in the attic be removed. Virginia thinks it would be best to look at the house when it is empty. Is it possible to get a chronology of the house performed for free? Possibly Ann Grady Talk with the Pattersons (new owners) to see if we can measure the house. David Bitterman will do this for $75/hr. Should a $50 stipend be sent to David Bitterman for his tour of the house? Wait. Clay will ask the new owners if we can have access to measuring the house. 33 Salem Street The owner contacted Virginia and wants to know if he can tear it down to build' new. His reasoning is for hardship. The property is on the inventory. Virginia will have him speak with Clay. 456 Haverhill Street Demolition began. Pictures were taken of the wall between the two extensions. The wall is sheathed with scarfed-over exterior boards. There is no evidence that shingles or clapboards were nailed to the boards. The second extension could be earlier than originally thought. 753 Pearl Street One of the structures may be an old school house (1708?). It appears to be 2 structures brought together. The owners will keep the Commission informed. Moved Houses Slide Show The Reading Women's Club requested that the Commission present the "Moved Houses Slide Show" on Friday February 13, 2004. They need to know by September, so that their schedule can be printed. 265 West Street A request for the property to be designated an Historic Homestead. Town Common The Town would like to add a sidewalk through the lower part of the Town Common. Invite Chris Reilly to discuss at next meeting. How to Post a Public Meeting Peter Hechenbleikner will present a seminar, on July 25, 2003, about posting a public meeting.
