420 Franklin Street:
The owner, Peter Zanni and his Realtor, Marylin Jarvis came to The Commission for support in attaining
permits to build houses on the subdivided land. The Conservation Commission is concerned with wetlands
on the property. The plan is to subdivide the property into three lots. The historic home will remain on one
of the lots and will be sold. The circa 1950's barn will be razed. A site visit for The Commission to tour the
home has been scheduled for April 16, 2005.
Past Minutes Review:
Review minutes from March 1, 2005. Roberta moved that the Commission accept the minutes from March
1, 2005. Sharlene seconded the motion. Vote: 5-0-0.
Treasurer's Report:
There are two warrants that need to be signed for supplies and a book that were previously authorized.
Roberta requested approval for $200 from petty cash. Sharlene moved to authorize up to $150 of petty
cash for supplies. Roberta seconded the motion. Vote: 5-0-0. Sharlene moved to pay the bills of New
England Historical Geneological Society, Corporate Express, and University Products for up to $275.
Wilbar seconded the motion. Vote: 5-0-0.
Miscellaneous:
There are 2 possible applicants for Commission Membership.
Town Master Plan:
Roberta has been the interim Master Plan Member Representative for The Commission. She doesn't want
to continue as a member of The Master Plan. The Commission needs to vote in a Commission
Representative. Roberta moved to nominate Virginia Adams as The Commission's member Representative
for The Town Master Plan Commission. Sharlene seconded the motion. Vote: 4-0-1.
West Street Historic District:
Virginia suggested that The Commission provide Peter Hechenbleikner a list of possible nominees. He will
write a letter to the individuals to see if they are interested. The Commission discussed possible
candidates. Virginia will forward the list to Peter Hechenbleikner.
Carriage House Bylaw:
The Commission's presentation of the Carriage House By-Law is expected to be on the third or fourth night.
Paula Schena requested that The Commission be at a pre-meeting run through. Virginia will do the
presentation.
Hamden Street/Pleasant Street - Walgreens:
A plaque may be put on site for the Hamden Street Mansion.
Site Plan Review:
There will be a meeting on April 11, 2005 to review the site plan review process. Roberta suggested that
The Commission put together a plan for how all parties can work together.
Pierce Organ Pipe Factory:
The Commission needs to develop design guidelines and strategies to preserve the building. Roberta
proposed that The Commission get involved now and spend some of the preservation money to hire an
expert to review the property. Peter Hechenbleikner said that The Commission should have a listing of
what can be done with the property. The property is in a residential zone, but it is zoned as a warehouse or
organ factory. The Commission should try to come up with a way to salvage the facade and frame of the
building.
717 Pearl Street:
The owner wants to dismantle and sell the barn. He will need to reapply for demolition and go through the
demolition delay because the permits expire in one year.
Public outreach:
Discussion of a walking Tour of the Town Square on June 25, 2005 during Community Day.
Train Depot:
The flashing neon sign may be legal. It is questionable if the sign was properly approved.
