Meeting called to order at 7:35 pm in the Town Hall Conference room 2001 BEC - 14 A 9, 19
Commission Members in attendance included:
Virginia Adams, Member Roberta Sullivan, Treasurer
Mark Cardono, Member Karen Herrick
Kathy Greenfield, Chair Susan Patterson
Sharlene Reynolds Santo, Secretary
Minutes:
• Library - the Reading Public Library wants to replace/restore the windows and has asked the
Commission for input. The frames are good, but the sashes have rotted and the new windows
would not require storms. They plan to start with the second floor office windows in FY 08.
The Director of Facilities received only one bid from Rick Pelletier who did the town hall
windows. He has experience with windows in historic buildings. Kathy and Virginia
attended a meeting with Carol Kowalski, Joe Huggins (Director of Facilities), and Ruth Urell
(Library), at which they discussed the project and spoke via conference call to Rick Pelletier,
who answered questions about the project. The Commission discussed UV glass and Low E
usage and how they would appear from the outside and how each might benefit the structure.
Mark asked if anyone has applied for grants to help finance this effort. The Commission
agreed that the Town should go ahead with the window restoration/replacement with Mr.
Pelletier. Kathy will convey this to Joe Huggins. Virginia spoke about the paint colors
chosen for the window frames at the time of the most recent renovations. A lighter color was
used to blend in with the red brick and the yellow for the other brick used in the building. It
was suggested that the colors remain the same especially since only a few are to be done at a
time. Kathy agreed to write a letter to Facilities inquiring about using UV glass and
encouraging the same color scheme.
Website - The Commission discussed how much of the inventory might be able to be
available on the internet (descriptions, photos, maps). Kathy agreed to check with Peter
Hechenbleikner to learn if our Access data base is compatible with the town' web site.
V. Carol Kowalski - The Town Planner has inquired about Reading using state grant money to
help update/increase the Inventory.
Mullin Rule - In short if someone misses the beginning of a topic at a meeting or hearing one
must review transcripts or listed to audio of the earlier meetings so that one can have an
opinion or vote on the issue. To use this rule the commission would need to arrange with
'Mike Schloth to use the town's audio equipment to record meetings.
• 4157 Franklin St. - The Commission has not yet heard from the owner regarding a tour.
• . 420 Franklin St. - The windows on the end on the newer section (north side) have now been
installed.
• 75 Pleasant St. - This property is currently on the market, yet could still be demolished, as
the Demolition Delay expired in August. The Reading Housing Authority is going ahead
with plans to build the 4-unit project on the site of the old police station.
• 361 Franklin St. - This is a non-inventoried property that is being demolished.
• Pierce Organ - The deal with the developer that had come to our meetings appears to have
fallen thru and the property is back on the market.
